TIME SET AGENDA
             
   9. ZF #2019-0021: Request for a Use Permit by Wilbur-Ellis to convert a seed research facility into a consolidated facility for the storage and distribution of fertilizer and agricultural products located at 38001 County Road 27 in unincorporated Yolo County (APN: 041-050-001). A Mitigated Negative Declaration (SCH#2021040048) has been prepared for this project. (Applicant: Wilbur-Ellis Company) (Planner: JD Trebec)
             
          JD Trebec provided the presentation to the Commission. Erik Jenks, Wilbur Ellis National Director of Manufacturing Facilities and Real Estate, addressed the Commission and answered questions. 

The following individual addressed the Commission during public comment.

   10. ZF #2020-0043: Request for a recommendation to the Board of Supervisors to consider either denial or further study of a Use Permit application for a very large solar energy system and battery storage facility that proposes to locate on an approximately 147-acre agriculturally-zoned parcel consisting of prime farmland and enrolled in the Williamson Act (APN: 049-100-035). (Applicant: Gibson Renewables, LLC/Owner: AWR Land Partnership, LP) (Planner: Stephanie Cormier/Tracy Gonzalez)
 
             
          Stephanie Cormier and Tracy Gonzalez provided the staff report to the Commission. Taro Echiburu, Director of Community Services, also addressed the Commission. 

The following individuals from Gibson Solar provided a presentation and answered questions from the Commission.

There was no public comment.

A motion was made to recommend to the Board of Supervisors to deny the application in order to look for a more suitable site.

Motion failed.

A motion was made to recommend to the Board of Supervisors for the application to proceed with further environmental review under the California Environmental Quality Act (CEQA).

   11. DIRECTOR'S REPORT

A report by the Secretary of the Planning Commission on items from the recent Board of Supervisors meetings relevant to the Planning Commission and Department of Community Services activities for the month. No discussion by other commission members will occur except for clarifying questions. The commission or an individual commissioner can request that an item be placed on a future agenda for discussion.
             
          Stephanie Cormier provided the Director's report. Leslie Lindbo provided the Commission with an update regarding the Cannabis Land Use Ordinance.  

             
   12. COMMISSION REPORTS

Reports by commission members on information they have received and meetings they have attended which would be of interest to the commission or the public. No discussion by other commission members will occur except for clarifying questions.
             
          Commissioner Campbell provided her report.

             
   13. FUTURE AGENDA ITEMS

The opportunity for commission members to request an item be placed on a future agenda for discussion. No discussion by other commission members will occur except for clarifying questions.
             
          The future agenda items were addressed during the Director's report.

The Regular Meeting of the Yolo County Planning Commission adjourned at 12:19 p.m. The next regularly scheduled meeting of the Yolo County Planning Commission is June 10, 2021 in the Board of Supervisors’  Chambers.

Any person who is dissatisfied with the decisions of this Planning Commission may appeal to the Board of Supervisors by filing with the Clerk of the Board within fifteen days from the date of the action. A written notice of appeal specifying the grounds and an appeal fee immediately payable to the Clerk of the Board must be submitted at the time of filing. The Board of Supervisors may sustain, modify, or overrule this decision.
