Authorize the use of IT Innovation funds for the procurement of ArcGIS Indoors software to provide the ability for the County to map and manage building assets, assistance with space planning and indoor navigation capability for visitors and staff, approve agreement and task order with Environmental Systems Research Institute, Inc. ("Esri"), and adopt a budget resolution adjusting the General Services Department 2019-20 fiscal year budget to reflect an increase of $188,200. Accept a cash donation in the amount of $166,000 from Sutter Health dba Sutter Valley Hospitals (Sutter) for the Health and Human Services Agency (HHSA) Yolo Street Medicine Program and adopt a budget resolution to increase the HHSA budget in the amount of $1,149,119 by use of COVID-19 Emergency Funding, which includes acceptance of a $500,000 allocation from the California Department of Social Services,  two separate allocations in the amounts of $301,105 and $182,014 from the California Department of Public Health Emergency Programs Office, and the cash donation in the amount of $166,000 received from Sutter.  (No general fund impact) (4/5 vote required) (Larsen)

Authorize Yolo County Health and Human Services to participate in and receive funding allocations from the California Business, Consumer Services, and Housing Agency under its Homeless Housing Assistance and Prevention program in the amount of $771,593.44 for the Continuum of Care for Davis, Woodland/Yolo County and $714,826.11 for Yolo County to provide a range of eligible services to address immediate homelessness challenges for target populations.
