Recommended Action
  1. Approve first amendment to Agreement No. 19-30 with Lilliput Children’s Services dba Lilliput Families to increase funding for FY19-20 in the amount of $51,240 for a new contract maximum of $132,100 to provide Kinship Care Resources Family Approval, Services Only (SO) and Intensive Services Foster Care for Child Welfare Services clients for the period of January 1, 2019 through June 30, 2020; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $51,240 per fiscal year, for a 5-year maximum payment obligation not to exceed $407,110. (Please see Section III. of Att. A. Agreement.)

Reason for Recommended Action/Background
Lilliput Children's Services will provide Kinship Care Resource Family Approval (Kin-RFA), Services Only and Intensive Foster Care Services for relative and non-relative extended family members to ensure child safety, permanency, and well-being.  Kin-RFA services support relatives who are caring for foster children to ensure they have the support, resources and training to care for children involved in Child Welfare Services. This service will provide navigation through the complexities of Court processes, Child and Family Teaming, visitation, and managing the tough emotional challenges of changes in familial relationships as a result of their new role as caregiver for their relative children.

Many of our youth and children will start to show signs of trauma after the first few months of placement and their mental health functioning and behaviors can deteriorate; causing disruption of placements and additional stress on the family. Intensive Foster Care Service will add additional trauma informed mental health training and parenting skill building for relatives to increase their ability to cope with these challenges. These services build upon the basic support services for relatives to ensure the child/youth may continue placement with the relative instead of moving to a higher level of congregate care. These services are intended to improve placement stability for foster youth and wellbeing for children and youth.

The Kin-RFA and Intensive Foster Care Services fall under the overall service category of Building and Strengthening Protective Factors.  Services under this category form a continuum of care for youth and parents that will be coordinated with the above mentioned services through the agreement with Lilliput which will serve the parents who are in the process of building protective capacity and hopefully, reunifying with their children. These services seek to improve family functioning and resiliency, develop and increase social and concrete supports, expand knowledge of parenting and child development, and increase skills to improve nurturing and attachment. Additionally, these services will provide permanency-focused in-home supports to the youth and family members during the foster care placement to promote placement stability and timely exit to reunification, guardianship or adoption.

Competitive Bid Process
On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Building and Strengthening Protective Factors. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018.  Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.

HHSA received four (4) proposals from this solicitation.  A Proposal Review Committee was formed that included three (3) HHSA employees from two (2) different HHSA branches, and one (1) member from an outside entity.  The proposal submitted by Lilliput Children’s Services dba Lilliput Families was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action.  These services will be funded by Realignment funds.  The amount of $51,240 is included in the HHSA proposed budget for FY19-20.  The related funding will be included in the requested budget process for future fiscal years.
