Recommended Action
  1. Approve the eleventh amendment to Agreement No. 14-64 with Yolo Community Care Continuum to add Federal Mental Health Block Grant funding in the amount of $50,311 for FY 2018-19 for a new contract maximum amount of $3,985,550 for the provision of adult crisis residential mental health services and housing navigation services;
     
  2. Revise and clarify language in the scope of services and performance measures regarding housing navigation services; and
     
  3. Revise and clarify language to align with State Contract requirements for Medi-Cal specialty mental health services and federal funding requirements.

Reason for Recommended Action/Background
Yolo Community Care Continuum (YCCC) provides adult crisis residential mental health services to Yolo County consumers that are experiencing acute or severe psychiatric episodes requiring temporary removal from their home environment. These residents must meet the Medi-Cal mental health medical necessity criteria. Approval of this amendment will further the Yolo County Health and Human Services Agency’s (HHSA) efforts to support community-based services and prevent higher cost of care from occurring more than necessary.
 
The California State Department of Health Care Services (DHCS), under provisions of 42 U.S.C  §§ 300x et. seq., Public Law 106-310, and the State Budget Act of 2018, is authorized to allocate the mental health portion of the Federal Mental Health Block Grant (MHBG) funds to counties for State Fiscal Year 2018-19. On or about November 16, 2018, the County Mental Health Director accepted the State allocation. HHSA now allocates a portion of the Federal MHBG funding to YCCC to provide housing navigation supportive services; a portion of which will occur at YCCC’s crisis residential services site. As such, this requested contract amendment (Attachment A) is necessary as the existing contract with YCCC does not include the additional Federal MHBG funding for FY 2018-19. This amendment clarifies the scope of supportive services regarding housing navigation, including the program’s purpose, its target population, and adds related Performance Measures.
 
This amendment also revises and clarifies agreement language to: 1) reflect changes in the requirements of the County's State Contract for Medi-Cal specialty mental health services, including the new Federal Managed Care Rule regulations; and 2) add requirements to align with federal funding requirements.

The Performance Measures associated with this agreement are included in Attachment B.

Competitive Bid Process
On February 25, 2014, HHSA issued a Request for Proposals (RFP) from qualified community based organizations to provide crisis residential services for adults experiencing acute or severe psychiatric episodes requiring temporary removal from their home environment. HHSA received one proposal for the solicitation, from YCCC.  A Proposal Review Committee was formed that included 4 reviewers. The proposal submitted by YCCC was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No county general funds are required by this action.
 
In total this amendment will increase FY 2018-19 by $50,311.  The increased amount for fiscal year 2018-19 is included in HHSA’s adopted budget.  
 
County shall pay Contractor using a combination of funding sources (SAMHSA, FFP Medi-Cal, Realignment, etc.), as Health and Human Services claims for federal financial participation (FFP) reimbursement first when applicable.
