The Yolo County Housing met on the 15th day of April, 2020, in regular session via teleconference at 3:00 p.m. pursuant to the Governor’s Executive Order N-29-20 (March 17, 2020), available at the following link.

   3. Public Comment: Opportunity for members of the public to address the Housing Authority on subjects not otherwise on the agenda relating to Housing Authority business. The Board reserves the right to impose a reasonable limit on time afforded to any topic or to any individual speaker.

Minute Order No. 20-09: Approved Consent Agenda Items No. 4-5, noting Agenda Item No. 5 should be corrected to read 3rd Quarter, instead of the 2nd. Additionally, comments were made on Agenda Item No. 5.

   4. Review and Approve the Minutes of February 19, 2020
             
         

Approved the minutes of February 19, 2020 on Consent.
 

             
   5. Review, Approve and Authorize the Write-Off of 2nd Quarter Uncollectible Debt in Accordance with the Adopted Accounts Receivable Charge Off Policy (Dogias, Holt)
             
         

Approved recommended action on Consent, with the clarification the write-off is for the 3rd Quarter, instead of the 2nd.

   6. Public Hearing to Consider Adoption of a Resolution Approving Proposed FY 2020 -  2025 Five Year Plan and 2020 Annual Plan (Holt)
             
         

Brielle Mansell from Legal Services of Northern California and Irma Jimenez-Perez from Yolo County Housing addressed the Board on this item.
 
 

Minute Order No. 20-10: Held public hearing and approved recommended action by Resolution No. 20-01, directing staff to take into account the suggestions made by Legal Services of Northern California with a deliberative process in the translation of the Welcome Packets and Housing Choice Vouchers (HCV) orientations into Spanish and Russian to assist Limited English Proficiency (LEP) persons have “meaningful access” to their programs.

   10. Receive Comments from CEO
             
         

Received the following comments from CEO Lisa Baker:
  • Mutual Housing California received final funding approvals Tuesday to build two new affordable housing communities, one of which will be the region’s first intentionally-welcoming affordable community for LGBT elders, and another for very low-income families in Yolo County. Construction on the two communities – Lavender Courtyard by Mutual Housing in Sacramento and Mutual Housing at 5th Street in Davis – is expected to begin in October. Both communities are expected to be ready for occupancy in early 2022. Mutual Housing California sent a thank you letter to YCH.
  • As to the West Sac Housing Project with funding provided from the California Department of Housing and Community Development that awarded Yolo County two “No Place Like Home” grants totaling $12.4 million to build new permanent supportive housing for people living with a mental illness who are at risk of homelessness or who are homeless or chronically homeless, has been pushed to May to close. The 85 units are on track to begin construction in Fall 2021.
  • The contract to build senior units in the City of Winters has been approved and is on schedule, with most of the underground utility work completed.
  • Project for 20-25 units for first time buyers, partially financed with sweat equity, is moving forward, with the same developer as Esparto Neighborhood.
  • Both the Davis and Madison Migrant Centers opened this week, and staff worked diligently to open safely using COVID-19 practices. Working with school districts for schooling, with chrome books being made available. Davis has provided MI-FI, portable hot spots in the chrome books and Madison is working on mesh network for 23 hot spots in Madison.
  • Mentioned Volunteers of America is doing a joint venture with YCH in Woodland - stay tuned.
  • Uptick in vandalism with the Stay-in-Place order.
  • Inspections on 100 hotel rooms in last 3 weeks have been done.

             
   11. Receive Comments from Commissioners
             
         

Received the following comments from Commissioners:
  • Commissioner Lansburgh was interested in knowing if any YCH employees or residents had gotten COVID-19. Lisa Baker responded that one employee was ill, however it was not with COVID-19. Their office is closed to the public and anyone working in the office is practicing appropriate social distancing. Staff who are in the office cannot go into other parts of the building and as to the residents, there is potentially one voucher housing resident who is ill, but this has not been confirmed by the County if they have COVID-19. In addition, they are keeping routine maintenance down and staff are being protected during hotel inspections.
  • Commissioner Sandeen thanked Lisa and staff for the updates during this stay-at-home shelter order, noting how important it is to have a place to stay and for all the good work the housing authority is doing during this crisis.
  • Chair Sandy spoke about the importance of connectivity to schools at the migrant centers and for keeping the farm workers safe, as they are vital to Yolo County.
