NHC is a diversion program which uses the principles of restorative justice to resolve offenses outside of the traditional court room. In 2015, the District Attorney's office was awarded the Edward Byrne Memorial Justice Assistance Grant which allowed this unit to expand their services in West Sacramento and Woodland. Through this program, NHC is now collaborating with Health and Human Services (HHSA) and Steps to Success, which is a program that provides a diversion option to adults with mental health and/or substance use disorders who are facing criminal charges related to their condition and wish to engage in treatment.
From the start of this program to today, over 1,600 individuals have participated in an NHC conference. These conferences range from infractions to low level felonies. When the program was initiated, it was a 1st offender program for specified offenses. The program has evolved to include participants who have not been convicted of a felony and who have no misdemeanor convictions within the last 5 years. For the 2019 Edward Byrne Memorial Justice Assistance Grant, NHC will again expand their eligibility criteria to include participants with no misdemeanor convictions within one year and no felony convictions within 3 years of new charges.
