Recommended Action
  1. Approve an agreement with R.E.Y Engineers Inc. (R.E.Y.) for an amount not to exceed $200,000, to provide survey services for the Yolo County Central Landfill; and
     
  2. Authorize the Chair of the Board to sign the Agreement.

Reason for Recommended Action/Background
The County requires the services of a licensed land surveyor to complete the state mandated annual aerial survey and mapping of the Yolo County Central Landfill. The state also mandates a licensed surveyor conduct final construction surveys for final closure and new liner construction on landfill waste management units.  Additionally, the landfill requires periodic surveys to monitor contractor performance and design facility improvements.

On  March 4, 2019, the Purchasing Department released a request for proposals (RFP), which was advertised on BidSync, to engineering and surveying contractors.  A total of three proposals were received by the due date of March 29, 2019. The proposals were rated by a three person review committee comprised of Division of Integrated Waste Management staff. 

R.E.Y.'s proposal clearly demonstrated that R.E.Y. is a qualified and experienced contractor with experienced and qualified personnel assigned to the county’s project. They also have the best understanding of the project’s tasks and good references from other similar clients. R.E.Y.’s cost proposal for Task 1, which is the only fixed cost in the agreement, was less expensive than the next most qualified contractor, and R.E.Y.'s hourly rates for Task 2 are comparable to the next most qualified contractor. The total agreement amount is for $200,000.  $10,000 is budgeted in this fiscal year and $70,000 has been budgeted for next fiscal year.  The balance of agreement funds will be budgeted in future fiscal years should the term of the agreement be extended.
