Reason for Recommended Action/Background
On March 21, 2019 the Department of Housing and Community Development (HCD) released the application process and funding allocations by County for the second round of California Emergency Solutions and Housing (CESH) Program funds authorized as part of the State’s fiscal year 2018-19 Budget Act. 

The CESH Program is designed to provide flexible funding for local activities involving individuals who are homeless or at risk of homelessness, in the form of five year grants. Funds can be used for any purpose related to serving the target population. CESH funds are allocated within homeless Continuum of Care (CoC) service areas, and may only be applied for by an administrative entity designated by the local CoC. In Yolo County, the body serving as the CoC is the Homeless and Poverty Action Coalition (HPAC). HPAC has formally designated the County of Yolo as the administrative entity for CESH funds.

The Yolo CoC is eligible to receive an allocation of $505,861 in this round of CESH funding, and may utilize the funds to provide a range of eligible activities for people experiencing homelessness. Eligible activities include rental assistance, housing relocation and stabilization services; operating subsidies; flexible housing subsidy funds; operating support for emergency housing interventions; and systems support.

The County, as the administrative entity for CESH funds, will receive the funds, establish subcontracts with local providers, and conduct all monitoring and reporting related to these funds. The County will provide staff support to HPAC as it holds a fair and open local project selection process to determine use of the funds, and will establish subcontracts based on that process.

It is staff’s recommendation that the Board of Supervisors adopt a resolution authorizing staff to participate in and receive funds from the CESH Program.

The Yolo County Health and Human Services Agency will be collaborating with the Yolo County Homeless and Poverty Action Coalition to administer this grant. County Counsel has approved this Board Resolution as to form.

The California Emergency Solutions and Housing Program is not a competitive funding process, and will come to Yolo CoC (through Yolo County as the Administrative Entity) in the form of a 5 year grant in the amount of $505,861. There is no immediate fiscal impact associated with this item and it does not require a match. Once the allocation is awarded, staff will address fiscal impacts as a part of the budget process.
