Reason for Recommended Action/Background |
The Workforce Innovation and Opportunity Act (WIOA) program receives 100% Federal funding to provide Employment and Workforce Training Programs to residents of Yolo County. These funds are allocated out to Local Areas who have been approved through an application process and subsequently certified as a Local Area by the State of California, Employment Development Department. These monies are received by Local Areas via an expenditure claim process which is done in arrears, meaning Local Areas must spend the funds before they can be reimbursed with their grant allocation. Due to the nature of the grant, the Federal Government often allows any unspent allocation to be carried over into the next fiscal year. Local Areas often do not find out about the carry over funds until after the new fiscal year budget has been adopted and approved.
By the end of fiscal year 2017-18, the WIOA program had a portion of funds that were unspent. This resulted in a carryover allocation to Local Area Yolo County in the amount of $400,000 for fiscal year 2018-19. By approving this budget resolution, the Board is authorizing an increase to the WIOA budget in the amount of $400,000 so that the program can expend these carryover funds during the current fiscal year. The Yolo County WIOA program will use these funds to pay for Employment and Workforce Training expenses as defined by the Workforce Innovation and Opportunity Act (WIOA). |

This agenda item does not impact the General Fund. The funding for this action has been received by the State through a carryover from fiscal year 2017-18. Funding for this new allocation amount was not included in the fiscal year 2018-19 Adopted Budget as staff had not received the carryover allocation amount at that time. |
