Adopt Plans and Specifications for Construction of the South River Road and Old River Road Guardrail Replacement Project. (No general fund impact) (Echiburu/Aleaf)

Recommended Action
  1. Adopt plans and specifications for the South River Road and Old River Road Guardrail Replacement Project;
     
  2. Authorize the Director, Public Works Division to sign the Notice to Contractors;
     
  3. Authorize the Department of Community Services to advertise for competitive bids once construction authorization is received from Caltrans;
     
  4. Authorize the Director, Public Works Division to execute a construction contract with the lowest responsive bidder, subject to approval as to form by the Office of the County Counsel and provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director, Public Works Division to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
Recommended actions will allow the Department to solicit competitive bids once authorization for the construction phase is received from Caltrans, expedite the contract award, and promptly proceed with construction.

Background
The proposed County Roads (CR) where guardrail will be replaced are shown on the location map (see Attachment A) and listed below:

South River Road locations:

South River Road and Old River Road are candidates for safety improvements projects.  They have been identified as experiencing more accidents, likely due to higher traffic volumes, and thus are the primary focus for this project to replace existing guardrail systems to bring them up to current standards.
 
The county roads along the Sacramento River are located on top of a levee, and generally have an extremely limited road shoulder and recovery area. Guardrail standards have changed recently, and the existing guardrails are lower than the new standard height, which is measured from the pavement surface. The new guardrail system will be installed to the current standard height, and will include steel posts (instead of the traditional treated wood posts) to improve safety for motorists along these narrow river roads.
 
The project is expected to take approximately 55 working days to complete. All guardrail work will be completed under traffic control that will involve lane closures and minor delays to traffic during the work day. The contractor will be required to provide access to residences and businesses during construction at all times. Advance notification signs will be placed to alert motorists during lane closures.

Caltrans administers the federal funds for the project.
Competitive Bid Process
The competitive bid process will be completed in accordance with state and federal laws.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:

Construction for this project will not start until next fiscal year. Sufficient funds will be included in the FY 2019-20 recommended budget. Highway Safety Improvement Program funds have been allocated up to $1,270,000. The County will be reimbursed up to that amount.
