Recommended Action
Approve contract with DFM Associates for new voter registration and election database software in the amount of $90,068 in preparation for the March 2020 Presidential Primary and November 2020 Presidential General elections.

Reason for Recommended Action/Background
In September of 2016 the California Secretary of State certified for use VoteCal, the statewide voter registration database. The Help America Vote Act (HAVA) of 2002 required all states to implement a single, uniform, centralized, computerized statewide voter registration system. VoteCal fulfills that requirement, connecting all 58 counties (which previously maintained independent databases) with the Secretary of State’s office.

Yolo County Elections experienced numerous database issues from the time VoteCal was implemented in 2016 through the November 2018 election where the County's current voter registration and election management system, DIMS, regularly failed to process downloads and transmit data accurately.

Yolo County Elections has determined that the needs of the County and its voters will be better served by entering into a contract relationship with DFM Associates for the E.I.M.S. product to serve the county's voter registration and election management needs. As the sole vendor with a currently approved contract to provide these services by the California Secretary of State, DFM Associates is uniquely situated to provide the best service for Yolo County.
