Reason for Recommended Action/Background
On March 21, 2017, the Board of Supervisors approved an agreement for the purchase of a three bedroom, single family residential property in Woodland using Intergovernmental Transfer (IGT) funds to enhance the continuum of care for the Medi-Cal eligible and justice-involved population by making additional transitional housing available. The purpose of this facility is to provide safe, stable shelter coupled with mandated wrap-around services focused on meeting individuals’ behavioral health and basic health needs. This includes substance use disorder and mental health treatment, linkage to oral health services and health services for prevention and management of chronic disease. The house program and this contract will be managed by the Probation Department, on behalf of the Community Corrections Partnership.
 
Property Use
The property was purchased and transferred to the Yolo County Housing Authority (YCH) in 2017 who then proceeded to renovate the property. The house began serving clients in March of 2018. The program provides housing for up to 5 individuals at a given time, with 3 males and 2 females. The program has serviced 9 people total since its inception in March 2018, of which 4 successfully transitioned into housing or reunited with their children; 2 were removed from the residence and failed the program due to behavioral issues. The Yolo County Probation Department provides onsite daily case management services to the tenants of this home and partner closely with CommuniCare Health Centers, as the provider of needed health services. Yolo County Housing Authority provides program administration, basic maintenance and repairs for the house, and life skill education to the clients.
 
Funding
The Community Corrections Partnership (CCP) agreed to pay up to $35,000 annually for the management, utilities, repairs and maintenance, and other direct or indirect costs associated with the house in April 2016. During their April 8, 2019 meeting, the CCP reviewed the finalized contract with YCH and determined that it was ready to be reviewed for approval by the Board of Supervisors. Approval of this contract (Attachment A) allows the CCP to reimburse YCH for the cost of renovations and property costs since March 2018, as well as authorize the CCP to pay property costs moving forward. 1 – “Staffing” includes direct property management expenses to address tenant/neighbor/other issues of that nature.
2 – “Asset Management” includes administrative time to process payments, prepare reports and other indirect costs for the property.

This project and contract are results of a collaborative process, with input provided from the County Administrator’s Office, County Counsel, Health and Human Services Agency, the Probation Department, the Public Defender’s office, and Yolo County Housing Authority. Additionally, the ongoing funding for the maintenance of the property will be provided by the Community Corrections Partnership, which is a collaborative body made up of the District Attorney’s office, the Health and Human Services Agency, the Probation Department, the Public Defender’s office, the Sheriff’s Office, the Winter’s Police Department, and the Yolo County Superior Court.
