Reason for Recommended Action/Background
During the winter of 2019, the California Department of Transportation contacted the General Services Department regarding their proposal to complete construction activities intended to provide slope stabilization on Highway 16 near Rumsey.  The area needing stabilization is along the south side of Route 16 from Post Mile 3.9 to 4.2 in Yolo County, approximately 0.2 miles east of the Rumsey Bridge No. 22-0019. The project calls for the placement of a wire mesh drapery that will provide rock slope protection in order to stabilize the slope, preventing future rock slides on Highway 16.  The land in question is a steep bank, unusable for any recreation or other purposes by the public.

Yolo County owns Parcel Number 018-260-023-000, an unutilized piece of property along Cache Creek, which the California Department of Transportation is requesting a Right-of-Way Highway Contract with the County in order to secure. In exchange for this property, the Department of Transportation is proposing to pay the County $5,000, the assessed value as reported by the state.  The requested action before the Board would allow the Director of General Services, in collaboration with County Counsel, to ensure the interest of Yolo County and sign the Right-of-Way Highway Contract once appropriate.
