Recommended Action |
- Approve the funding agreement with the State Department of Water Resources (Attachment A);
- Delegate to the County Administrator and/or his/her designee the authority to finalize and execute the funding agreement; and
- Authorize the Chair of the Board to sign the necessary resolutions (Exhibits D, D-2, and E which are contained within Attachment A, the Funding Agreement).

Background
In 1961 Yolo County assumed responsibility for operation and maintenance of a small segment of the Cache Creek Levee System. The County's area of responsibility is a roughly 1/3 mile stretch of the south bank of Cache Creek, just west of I5 and the town of Yolo, called Huff’s Corner. This levee segment is part of a larger levee system that encompasses eastern Cache Creek, Willow Slough, and the west levee of the Yolo Bypass. See Attachment B for a location map.
Current Request
Staff have worked collaboratively with the State Department of Water Resources (DWR) to identify and secure funding to implement repairs and rehabilitation actions needed to address documented deficiencies with the levee segment. These deficiencies include:
- Insufficient freeboard (the levee is not tall enough)
- Significant erosion (the Creek channel is eroding and undercutting the south bank and CR 18)
- Deferred maintenance, such as tree roots and rodent holes in the levee
The funding agreement with DWR (Attachment A) will address all of the above noted issues: 2,700 linear feet of levee will be raised, 1,300 linear feet of Creek channel will be realigned through the existing island in the center of the Creek, and the levee slopes and crown will be regraded and re-compacted.

The total project cost (one-time) is $2,845,000 with the state providing 85% of the project cost ($2,418,250) through the Flood System Repair Project funding program. The County's cost share of 15% ($426,750) will come from gravel mining fee revenues as the project is located within the boundaries of the Cache Creek Resources Management Plan and the project implements the goals and objectives of the CCRMP, particularly those goals related to channel stability and capacity.
There will be an on-going maintenance annual maintenance expense of approximately $10,000 per year, also funded through gravel mining fees. All of the costs described above are included in the proposed 2019-2020 budget.

Coordination with Yolo Habitat Conservancy
Staff has had preliminary discussions with the Yolo Habitat Conservancy regarding use of the HCP/NCCP permits for this project. Discussion will continue as project specifications become more firm. The County will obtain take coverage from the HCP/NCCP for impacts to covered species to the extent necessary to implement the project. |

Staff have collaborated with the Assembly District 4, the office of Yolo County District 5, the County's Intergovernmental Relations Division, the Public Works Division, the Office of County Counsel, the County's Office of Emergency Services, the Cache Creek Technical Advisory Committee, the State Department of Water Resources, and landowners and stakeholders near the project site. |
