Recommended Action
Approve fourth amendment to Agreement No. 14-149 with CommuniCare Health Centers, Inc. to increase the contract by $1,500 for 2018-19 for a maximum amount of $219,500, to provide Parenting Classes services for the period July 1, 2014 through September 30, 2018.

Reason for Recommended Action/Background
Yolo County is mandated by statute to provide reunification services, such as parent education classes, for parents whose children have been removed from the home.  Health and Human Services Agency (HHSA) is also mandated to provide preventive services for families whose children are at immediate risk of being removed from the home.  These services often include parent education classes.

Local, community-based services shorten travel time for families and foster greater participation and commitment.  CommuniCare Health Centers, Inc., is a local organization providing parent education services in both Woodland and West Sacramento to both our English and Spanish speaking families.

The services currently being provided by CommuniCare Health Centers, Inc. under this contract, meet the unique needs of the Child Welfare Service program.  The parent education curriculum offered by CommuniCare Health Centers, Inc., meets the court-ordered standards for parent education classes addressed in the California Welfare and Institution Codes.  CommuniCare Health Centers, Inc., staff work closely with Child Welfare Services social workers to link, whenever possible, case plan objectives to service component outcomes.

Approval of this amendment is needed to meet the increased need for parent education classes experienced through September 30, 2018.  CommuniCare has already provided increased services and this amendment will allow reimbursement for the services provided.

Competitive Bid Process
This agreement was selected through a Request for Quotes (RFQ) that was released on or about July 1, 2014.  HHSA received three (3) quotes, and the quote submitted by CommuniCare Health Centers, Inc. was selected.

This agreement was extended through September 30, 2018 while the new RFP was being developed.  On May 28, 2018 HHSA released a new Request for Proposals (RFP) for services that build and strengthen the protective factors for child welfare services.  As result of this RFP, CommuniCare Health Centers was awarded a new contract for the period September 1, 2018 through June 30, 2019.

No general funds are required by this action.  These services will be funded by Realignment funds.  The amount of $1,500 is included in the HHSA adopted budget for FY18-19.  The increase of $1,500 is to pay remaining pending invoices through September 30, 2018.
