Recommended Action |
- Approve agreement with the California State Association of Counties (CSAC) to provide Welfare Client Data Systems Management and other support resources in the amount of $489,338 for the period July 1, 2019 through June 30, 2022;
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letter for fiscal year 2022/23, not to exceed $178,613 for a 4-year maximum payment obligation not to exceed $667,951. (Please see Section 8. of Att. A. Agreement.); and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic or financial changes.

Reason for Recommended Action/Background |
Yolo County, along with 17 other California counties, contract with the California State Association of Counties (CSAC) to provide Welfare Client Data Systems (WCDS) Management and other support services related to the administration of computerized data processing within County Welfare Departments, including the California Work Opportunity and Responsibility to Kids Information Network (CalWIN). CalWIN is used to collect data related to welfare programs such as CalWORKs, CalFresh, Medi-Cal, General Assistance and Foster Care.
Welfare Client Data Systems Management services provided through CSAC will include, but are not limited to:
- Day-to-day evaluation of data processing contractors.
- Monitoring/scheduling system and data processing contractor performance problem resolution.
- Establishing and maintaining an ongoing working relationship with relevant state agencies, including monitoring of state and federal processing and review of Advance Planning Documents and feasibility studies.
- Evaluating and proposing opportunities for cost savings and/or system improvements review.
- Monitoring communications and policy development for WCDS impacts and bringing potential impacts to the immediate attention of California Department of Social Services and the CSAC Board of Directors.

$6,229 in County general funds are required by this action. These services will be funded by federal, state and county funds. The amount of $155,734 is included in the HHSA proposed budget for FY19-20. The related funding will be included in the requested budget process for future fiscal years. Fiscal Year 2022-23 is an optional year.
