- Adopt resolution providing for At-Will appointments to County positions to add Assessor/Clerk-Recorder/Elections Deputy of Technology; and
- Approve a car allowance for the Assessor/Clerk-Recorder/Registrar of Voters, effective April 14, 2019.

Current Year Fiscal Impact: $11,450 increase
Annual Fiscal Impact: $27,400 increase

Explanation: In the current fiscal year the cost of this recommendation will be absorbed within the department’s existing budget. In future years, this action will increase the department’s baseline expenditures.

Position(s): Waste Management Operations Manager, Principle Civil Engineer, Director - Integrated Waste Division, Waste Reduction/Recycling Specialist
Current Year Fiscal Impact: $4,000
Annual Fiscal Impact: Increase of $44,270
Source of Funds: Sanitation Fund
Explanation: These position changes are the result of departmental reorganization efforts. In the current year, additional costs will be absorbed through vacancy savings. In future years, the cost increases will be funded with landfill revenues.

Position(s): Department Head
Current Year Fiscal Impact: $3,322
Annual Fiscal Impact: $13,286
Source of Funds: General Fund (59%), legal service charges (41%)
Explanation: The recommended action will increase County Counsel’s baseline expenditures, of which approximately 59% is funded by the General Fund.
Department: Sheriff
Position(s): Supervising Animal Services Officer
Current Year Fiscal Impact: Decrease of $1,941
Annual Fiscal Impact: Decrease of $11,652
Source of Funds: General Fund
Explanation: This position will be replacing a vacant Records Clerk IV. The net difference between the reclassified position is an annual savings of $11,652.

| Reason for Recommended Action/Background |
See Attachment A for changes to the Authorized Position and Salary Resolution.
Board approval of the attached Resolution providing for at-will appointments to County positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.
Approve a car allowance equivalent to $570 per month for the Assessor/Clerk-Recorder/Registrar of Voters, effective April 14, 2019. |
