Recommended Action
Adopt Resolution ratifying proclamation of local emergency by Emergency Services Director and declaration of local emergency by Public Health Officer (Attachment A); and

Receive update on COVID-19 (a strain in the Coronavirus family), including:
 
  1. Facts about COVID-19
     
  2. Efforts of the Yolo County Health and Human Services Agency since December to respond to the virus
     
  3. An overview of the Emergency Operations Center's activation to aid HHSA
     
  4. Efforts of the Joint Information Center to circulate information surrounding COVID-19

Beginning in December 2019 a strain of Coronavirus began to spread in China.  The virus has now spread to multiple continents and cases are beginning to increase in the United States.  This presentation is designed to increase the awareness of the virus and highlight the response that is being undertaken in Yolo County by multiple agencies and jurisdictions.

Reason for Recommended Action/Background
Under state law, the Board is required to ratify the attached proclamation and declaration with seven days of execution by appropriate County officials. Typically the Board must then regularly revisit the circumstances surrounding the local emergency and reaffirm that the emergency continues to exist.  Whil Governor Newsom has suspended that requirement, staff will nonetheless return to the Board for other specific actions relating to the local emergency periodically, as needed.

On Feb 7th an initial update was provided regarding Coronavirus through the Board of Supervisors weekly update.   Additional information is provided in this presentation to keep you informed of the on-going response to COVID-19 (a member of the Coronavirus family of viruses).  The processes and procedures that help to control the rate of spread of any disease/virus are going strong and additional response protocols are in effect to help monitor potential patients throughout California.  The State Medical and Health Coordination Center and the State Operations Center continue to monitor statewide response and provide updates through the Emergency Medical Services (EMS) and Office of Emergency Services (OES) systems.  Enhanced health screening procedures are being used at multiple points of entry into the State for those U.S. Citizens returning from destinations abroad. Since February 22020, foreign nationals, other than immediate family of U.S citizens and permanent residents, who have traveled in China within the last 14 days are being denied entry into the United States.  The Department of the State has issued its highest travel advisory level (Level 4 - Do Not Travel) for all of China.  Flights coming from China are being routed through 11 U.S. airports (2 of which are in California) and repatriation flights and federal quarantine procedures are being routed through multiple military bases including three (3) in California.  Public Health Departmental Operations Centers (DOC) in the jurisdictions closest to these airports have typically activated to either their lowest or medium levels to monitor the situation surrounding incoming travelers.
