Recommended Action
Hold a public hearing and adopt a resolution (Att. A) approving an application (Att. B) submittal for $3,500,000 in funding from the State Community Development Block Grant (CDBG) Program and, if awarded, authorize the execution of a grant agreement and any amendments for the Yolo Branch Library Building Construction Project.

Reason for Recommended Action/Background
A 2020 Community Development Block Grant (CDBG) Notice of Funding Availability was published on January 21, 2020 by the State Housing and Community Development Department (HCD). The CDBG Program has been completely overhauled and HCD is now accepting non-competitive “Over the Counter” applications for Public Facilities projects on a first come, first serve basis through September 30, 2020. In 2018, a committee of staff from the CAO Office and Yolo County Housing met twice to identify priority projects which met the CDBG requirements. Additionally, per CDBG guidelines, at the November 11, 2019 Board meeting, a public hearing was held to solicit citizen input regarding community needs. Through this process, it was determined that the Yolo County Library Project was the most “shovel ready” project and met the CDBG requirements under the Public Facilities category. The County Grant Oversight Committee previously approved the submittal of the application.

The Yolo County Library (YCL) was constructed in 1918 and is a historical resource listed on the California Register of Historical Resources and the National Register of Historic Places; however, existing structural and other concerns required the County to cease use of the Yolo Branch Library building. Since March 2018, the Library has operated out of a temporary modular building placed at the site. The proposed new Yolo Branch Library Project is intended to address and alleviate substantial structural and safety issues with the existing Yolo Branch Library building. 

The project has been split into two separate phases with phase one beginning and ending before phase two begins. Phase one will demolish the existing condemned Yolo Branch Library and will be completed with non-CDBG funding.  Phase two will construct a new 3,800 square foot Library Building and will be completed with CDBG funds and other funding as needed. The new facility will upgrade and improve existing Yolo Branch Library services such as expanding the existing book and media collections, expanding public use computer stations, creating study rooms and distinct user group areas for children/family, teens and adults, expanding staff workspace areas, offering a covered outdoor activity area, possible outdoor gardens, seating, picnic areas and activity lawn and providing a dedicated meeting room for joint use by library programs and the community.
