Approve the Off-Highway Vehicle (OHV) Law Enforcement Grant Agreement between the Sheriff’s Office and the California State Department of Parks and Recreation; adopt budget resolution adjusting the 2019-20 Sheriff’s Office Patrol budget appropriations, and approve an amendment to the 2019-20 Authorized Equipment List approving the use of grant funds to purchase one Jeep vehicle for OHV patrol. Recommended Action
  1. Approve the Off-Highway Vehicle (OHV) Law Enforcement Grant Agreement;
     
  2. Adopt budget resolution adjusting the Fiscal Year 2019-20 Sheriff’s Office Patrol budget appropriations; and
     
  3. Amend the 2019-20 Authorized Equipment List approving the use of state OHV grant funds awarded in the 2019-20 grant year cycle to purchase one Jeep vehicle.

Reason for Recommended Action/Background
Since fiscal year 2009-10, the Sheriff’s Office has received Off Highway Vehicle grant funds from the State to increase patrol on public and private lands around Cache Creek and regions of habitat restoration due to the ongoing trespassing issues between OHV riders and Yolo County land owners.  The Sheriff’s Office has continued to receive State grant funding through the subsequent fiscal years, which has allowed the Sheriff’s Office to augment overtime, purchase equipment and other resources, and attend specific trainings to help establish an OHV enforcement team. The Sheriff’s Office OHV Team also provides public outreach and educational opportunities to the citizens of Yolo County who wish to learn more about OHV programs and recreation.
 
On April 23, 2019, the Yolo County Board of Supervisors adopted a resolution authorizing the Sheriff’s Office to apply for fiscal year 2019-20 OHV Law Enforcement grant funds. The grant would fund the purchase of a Jeep Rubicon, safety helmets, gear bags, medical aid kits, and OHV Team uniforms.  The Jeep Rubicon will allow the Sheriff’s Office to perform patrol duties in OHV riding areas when conditions are too averse to use current open air patrol vehicles. The Sheriff’s Office has received $120,358 in Law Enforcement OHV grant funds. A 25% match of $40,119 is required, which will be met with $16,119 of In-Lieu Gas Tax Funds. The remaining $24,000 will be met with in-kind match of already budgeted staff time.
 
The Sheriff's Office requests Board authority to approve the OHV Law Enforcement Grant Agreement and adopt the Budget Resolution adjusting the Sheriff’s Office Patrol budget.  The Sheriff's Office is also requesting Board authority to amend the 2019-20 Authorized Equipment List and purchase the fixed asset.

County Counsel has approved the attached resolution as to form. Purchasing will assist with the acquisition of fixed assets.

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed asset and services and supplies. Funding in the amount of $120,358 has been received for the Fiscal Year 2019-20 Off Highway Vehicle Law Enforcement Grant. The Sheriff's Office now requests approval of a budget resolution to add the $5,560 in unbudgeted grant funds to the FY 2019-20 budget and appropriate the required matching funds of $16,119 from In-Lieu Gas Tax funds. The remaining match of $24,000 will be met with in-kind staff time. Total cost to purchase the Jeep vehicle is $45,000. $18,500 is budgeted to purchase items to outfit the vehicle with Code 3 equipment, helmets and uniforms, gear bags, and personal medical aid kits, $93,413 is budgeted for staff hours to patrol OHV riding areas, and attend trainings and community outreach programs. $3,564 is budgeted for fuel and maintenance.
