Recommended Action
  1. Approve the Off-Highway Vehicle Education and Safety Grant Agreement between the Sheriff’s Office and the California State Department of Parks and Recreation;
     
  2. Adopt budget resolution adjusting the Fiscal Year 2019-20 Sheriff’s Office Patrol budget appropriations; and
     
  3. Amend the 2019-20 Authorized Equipment List approving the use of state OHV grant funds awarded in the 2019-20 grant year cycle to purchase two ATVs.

Reason for Recommended Action/Background
Since fiscal year 2009-10, the Sheriff’s Office has received Off Highway Vehicle grant funds from the State to increase patrol on public and private lands around Cache Creek and regions of habitat restoration due to the ongoing trespassing issues between OHV riders and Yolo County land owners.  The Sheriff’s Office has continued to receive State grant funding through the subsequent fiscal years, which has allowed the Sheriff’s Office to augment overtime, purchase equipment and other resources, and attend specific trainings to help establish an OHV enforcement team. The Sheriff’s Office OHV team also provides public outreach and educational opportunities to the citizens of Yolo County who wish to learn more about OHV programs and recreation.
 
On April 23, 2019, the Yolo County Board of Supervisors adopted a resolution authorizing the Sheriff’s Office to apply for fiscal year 2019-20 Education and Safety OHV grant funds in addition to the historically received Law Enforcement OHV grant funds. The Sheriff’s Office chose to pursue these funds in order to enhance their OHV search and rescue component.  The grant would fund two ATVs to allow for quicker response times to search and rescue missions, rescue litters to extricate injured OHV riders and passengers from recreational areas, and trailers to attach to the ATVs for moving equipment and/or people during a rescue mission.  In the winter of 2019, the Sheriff’s Office received $30,466 in Education and Safety OHV grant funds. A 35% match of $10,704 is required, which will be mostly met with the annual OHV contribution from the Natural Resources Division. The matching funds of $10,000 were appropriated in the 2019-20 fiscal year budget for the Natural Resources Cache Creek Management Fund, but it’s currently not in the Sheriff’s Office Patrol budget. The remaining $704 will be met with in-kind funds already in the Sheriff’s Office Patrol budget.
 
The Sheriff's Office requests Board authority to approve the OHV Education and Safety Grant Agreement and adopt the Budget Resolution adjusting the Sheriff’s Office Patrol budget.  The Sheriff's Office is also requesting Board authority to amend the 2019-20 Authorized Equipment List and purchase the fixed assets.

County Counsel has approved the attached resolution as to form. Purchasing will assist with the acquisition of fixed assets.

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed asset and services and supplies. Funding in the amount of $30,466 has been received for the Fiscal Year 2019-20 Off Highway Vehicle Education and Safety Grant and was part of the 2019-20 approved budget. Total cost to purchase the ATVs is $20,514. $2,950 is also requested to purchase rescue litters and trailers, and $2,600 is requested for Code 3 equipment and winches to outfit the ATVs. $15,106 is requested for staff hours to respond to OHV Search and Rescue missions. The Sheriff’s Office now requests approval of a budget resolution to appropriate the required matching funds of $10,000 and move $16,064 out of the major object of Salaries and Benefits and into Services and Supplies ($5,550) and Equipment ($10,514) so that the ATVs and rescue equipment can be purchased, fully utilizing grant funds. The matching funds will be met with the annual OHV contribution from the Natural Resources Division and a small amount of in-kind funds.
