   9. ZF #2018-0089: Public hearing on a proposed request for a Lot Line Adjustment and Rezone between two agriculturally zoned parcels, located approximately 5 miles north of the unincorporated community of Clarksburg (APNs: 044-060-034 and 044-060-041). A Categorical Exemption has been prepared for the project. Applicant/Owner: William and Louisa Correa. (Planner: C. Tschudin)
             
          Charlie Tschudin presented the staff report.

There was no public comment.

ZF #2018-0096: Planning Commission recommendation to the Board of Supervisors on a request for a proposed Lot Line Adjustment (LLA) and Zone Boundary Adjustment (ZBA) approximately a quarter-mile southwest of the unincorporated community of Esparto, at the intersection of County Road 83A and County Road 23 (APNs: 049-200-001 and 049-200-002). A Categorical Exemption will be prepared for the project. (Applicant/Owner: Chris Lerch/Carol Brehm) (Planner: C. Tschudin)

   11. ZF #2019-0008: Public hearing to consider a recommendation to the Board of Supervisors on a General Plan land use/zoning designation change to accommodate the Bryte Landfill Remediation Project in accordance with mitigation measures adopted for the project. A Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP) were prepared by the Sacramento Area Flood Control Agency (SAFCA), and adopted by the Board of Supervisors as a Responsible Agency on December 11, 2018, under Resolution No. 18-156. (Applicant: SAFCA; Planner: SCormier)
             
          Stephanie Cormier provided the staff report. Dan Tibbitts and Elisa Sabatini provided a presentation and answered the commissioners questions.

   13. DIRECTOR'S REPORT

A report by the Secretary of the Planning Commission on items from the recent Board of Supervisors meetings relevant to the Planning Commission and Department of Community Services activities for the month. No discussion by other commission members will occur except for clarifying questions. The commission or an individual commissioner can request that an item be placed on a future agenda for discussion.
  • Planning Commissioner appointment update
             
          Leslie Lindbo officially welcomed new Commissioner Marcia Gibbs.

Commissioner Campbell presented information provided to her by Dana Carey of the Yolo County Office of Emergency Services (OES) regarding the flooding in Guinda and how to report property and infrastructure damage for relief assistance.

Reports by commission members on information they have received and meetings they have attended which would be of interest to the commission or the public. No discussion by other commission members will occur except for clarifying questions.

The Regular Meeting of the Yolo County Planning Commission adjourned at 10:28 a.m. The next regularly scheduled meeting of the Yolo County Planning Commission is April 11, 2019, in the Board of Supervisors’  Chambers.

Any person who is dissatisfied with the decisions of this Planning Commission may appeal to the Board of Supervisors by filing with the Clerk of the Board within fifteen days from the date of the action. A written notice of appeal specifying the grounds and an appeal fee immediately payable to the Clerk of the Board must be submitted at the time of filing. The Board of Supervisors may sustain, modify, or overrule this decision.
