Approve letter of support to the Secretary of State regarding the Yolo County Elections department's request for an Extension of Use for the county's voting system in the 2020 elections. (No general fund impact) (Salinas)
Recommended Action
Approve letter of support asking the Secretary of State to grant Yolo County the ability to use its voting system for the March 2020 Presidential Primary and the November 2020 Presidential Elections.

Reason for Recommended Action/Background
On February 27, 2019 the Secretary of State issued County Clerk/Registrar of Voters (CC/ROV) Memorandum #19015, where it was announced that any voting system not currently certified to the 2019 standards, would have its certification withdrawn on February 27, 2020. This withdrawal of certification includes the current voting system used by Yolo County.

In order to continue use of the existing voting systems, counties need to submit and request for a Conditional Approval for Extension of Use by April 5, 2019. The Yolo County of Registrar of Voters has a two phase implementation plan to upgrade the county's voting system. This plan is predicated on the use of the county's existing election units which serve the voters of Yolo County who need special accommodation when voting. The county's request is seeking an extension approved by the State through the 2020 elections, with the intent to have a new voting system fully implemented for the 2022 election cycles.
