Reason for Recommended Action/Background |
In September 2018, the District Attorney's office submitted a grant proposal to the California Governor's Office of Emergency Services to receive funding for an Elder Abuse Program. In November 2018, the DA's office was notified that our proposal had been selected but we were not officially awarded the funding until March 6, 2019.
In modern times, the elderly population is vulnerable to fraudulent schemes and abuse. This grant will allow the Victim Services (VS) Unit to dedicate a limited term Victim Service Program Assistant and a limited term Paralegal to provide the necessary advocacy and support to victims within this population.
These grant funds will allow the DA's office to work collaboratively with other agencies to address the gap between cases of elder abuse being reported and prosecution. The VS Program Assistant will be spending 2 days a week with Adult Protective Services. This will assist the DA's office in referring individuals to the local law enforcement agencies and prosecuting criminal conduct. The Paralegal will be spending 2 days a week at Legal Services of Northern California, assisting with preparing protective and restraining orders as well as assisting with other civil matters.
Both the limited term VS Program Assistant and limited term Paralegal will also be assisting these victim within the elderly and dependent adult population as they go through the criminal justice system.
The District Attorney's Office was awarded $200,000 for the grant period of 1/1/18 - 12/31/18. We are only increasing the budget in FY 2018/19 by $60,000 and the remaining amount of $140,000 will be included in the DA's FY 2019/20 budget. |

The Yolo County District Attorney's Elder Abuse unit will be working closely with Health and Human Services, Legal Services of Northern California, Yolo Healthy Aging Alliance, all Local Law Enforcement Agencies, and Community Based Organization to work exclusively with the elderly and dependent adult population.
County Counsel and the Department of Finance have reviewed the budget resolution and approved the form. |

The District Attorney's office was awarded $200,000 on March 6, 2019. Of this amount, we are only increasing our budget by $60,000. The grant period is from 1/1/19-12/31/19. The remaining $140,000 will be included in the District Attorney's FY19/20 budget.
We anticipate we will be able to apply for these grant funds for calender year 2020 but there is no guarantees. As this grant is funding limited term positions, if the grant is not renewed, these positions will not be funded beyond 12/31/19. |
