Reason for Recommended Action/Background |
Pursuant to the California Streets and Highways Code, section 2034(a)(1), before receiving an apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller, the Board must approve a list of proposed projects pursuant to a resolution adopted at a regular public meeting, and submit it to the California Transportation Commission (CTC).
Enacted in 2017, SB-1 provides funding for transportation infrastructure maintenance and repair, including the maintenance of local streets and roads. To ensure transparency in the use of RMRA funds the state requires that eligible jurisdictions adopt a resolution with proposed projects. The list of proposed projects is provided in Exhibit A of the attached resolution (Att. A).
Criteria used to select the proposed road projects include the following:
- Use the County’s Pavement Management System to quantitatively identify candidate projects and treatments
- Give priority to corridors that serve the most traffic.
- Consider the likelihood that a corridor or project may qualify for alternative funding sources.
- Give priority to segments that presently require excessive road repairs
- Identify better quality pavements whose life can be extended with preventative maintenance treatments, to extend service life.
- Schedule projects in a given year within the same general proximity to reduce mobilization costs.
- Select methods and sequencing to allow material recycling, where feasible, to enhance sustainability.
- Bundle projects to achieve economies of scale.
SB1 allows jurisdictions to reserve funding for future project funding. The list in the attached resolution includes reconstruction of South River Road, which is planned to be constructed in 2021 with SB1 funds combined from FY 19-20 and FY 20-21. |

The CTC publishes the project lists received from jurisdictions, and authorizes the State Controller to disperse RMRA funds to jurisdictions that have submitted project lists.

County Counsel’s Office approved the resolution as to form. |

This action will allow the County to receive RMRA funds in FY 2019-20. The current estimate of FY 2019-20 RMRA revenue is $3,803,104. These funds and the proposed projects will be included in the FY 2019-20 Road Fund budget during the upcoming budget development and approval process. |
