Recommended Action
  1. Approve Memorandum of Understanding between the Sacramento Area Council of Governments (SACOG), the City of Davis and Yolo County for the project known as County Road (CR) 32A Railroad Crossing Relocation Project Study Report-Project Development Support;
     
  2. Authorize the Chair of the Board to sign the Memorandum of Understanding; and
     
  3. Adopt budget resolution increasing the Department of Community Services budget for 2018-19 in the amount of $220,000.

Reason for Recommended Action/Background
Through a joint application, the City of Davis and Yolo County each received a SACOG Community Design Program grant for the project known as County Road 32A Railroad Crossing Relocation Project Study Report-Project Development Support.  An executed Memorandum of Understanding (MOU) is necessary in order for SACOG to combine the awarded funds for the Project, and to outline responsibilities for the grant funding.
 
BACKGROUND
 
The County of Yolo, in partnership with the City of Davis, applied for SACOG Community Design Funding for the project known as County Road (CR) 32A Railroad Crossing Relocation Project Study Report-Project Development Support (Project).  Each jurisdiction received a $100,000 grant ($200,000 total) for the preparation of a Project Study Report-Project Development Support (PSR-PDS) to establish alternatives and a preferred option for replacing the CR 32A Railroad Crossing with a new crossing within two miles east of the CR 32A Railroad Crossing.  The Project scope will include reviews of environmental, engineering, safety, and cost considerations.

County Road 32A is a frontage road on the north side of Interstate 80 between the City of Davis and the Yolo Causeway.  See Attachment A for a vicinity map and Attachment B for an aerial map of the existing railroad crossing area.  County Road 32A connects with Chiles Road (CR 32B) at the Yolo Causeway, where it crosses under Interstate 80, providing access to farming activities on the north and south sides of Interstate 80.  County Road 32A includes a Class II Bikeway (bikes and vehicles share the roadway) between the Class I Bikeway (bike path separated from the roadway) from the City of Davis (at County Road 105) and the Class I Bikeway on Interstate 80 over the Yolo Causeway.

Preparation of the PSR-PDS follows a community-based effort to preserve a crossing of CR 32A over the Union Pacific Railroad (UP) east of the City of Davis at County Road 105.  In 2018, UP requested that the Public Utilities Commission (PUC) authorize the closure of this crossing.  Following negotiations with stakeholders, including SACOG, City of Davis, Yolo County Farm Bureau, Bike Davis, PUC, and Yolo County, UP has consented to consider a relocation of the crossing rather than closure, and has withdrawn its Petition with the PUC.

Maintaining a CR 32A rail crossing exemplifies SACOG’s Blueprint Principles of Natural Resource Conservation and Transportation Choice.  County Road 32A provides a critical route for over-sized farm equipment to access land north and south of Interstate 80 without having to drive through and negotiate the urban traffic of the City of Davis.  Continuing to have a crossing helps preserve agricultural land viability and the farm-to-market connection in the area.  Furthermore, this route is the primary route for bicycle access between Davis and Sacramento, and also a critical access route for waste hauling to the Yolo County Central Landfill.

Study of the crossing relocation would provide an opportunity to examine bike safety at the crossing, and possibly consider post project bicycling facility safety enhancements.

The total Project cost is estimated to be $220,000.  As the manager of the Project, Yolo County will receive the SACOG grant funds, totaling $200,000.  Both jurisdictions (Yolo County and City of Davis) will provide a $10,000 match each ($20,000 total) in local funds to the Project in addition to SACOG’s grant funding.  Yolo County will use Highway Users Tax Account funds (Road Fund). The City of Davis will use its General Fund.  An executed MOU is necessary in order for SACOG to combine the awarded funds for the Project, and to outline responsibilities for the grant funding.  See Attachment C for the MOU that has been reviewed and approved by staff from each agency.
 
Since this project was based on the awarding of grant funding, it was not included in the Public Works budget for this fiscal year.  Therefore execution of the attached budget resolution is necessary to add the grant funding and account for matching funds in fiscal year 2018-19 (Attachment D).
