Reason for Recommended Action/Background |
In April 2014, Health and Human Services entered into an agreement with CommuniCare to provide wrap around services for children and families in Yolo County. The Yolo County Probation Department will also utilize the wrap around services provided by CommuniCare for children and families served by the Probation department.
HHSA and the Probation Department have entered into a Memorandum of Understanding (MOU) concerning the respective responsibilities of Probation and HHSA in reporting and billing expenditures for wrap-around services for minors who are wards of the court to prevent higher level of placement or to step down from higher level of placement through the HHSA Agreement with CommuniCare Health Centers. Probation will receive the Mentally Ill Offender Crime Reduction Program (MIOCR) Grant funding and has allocated funding in the amount of $7,010.45 for the increased contract amount.
Approval of this amendment will extend the term through December 31, 2018 and add funding for fiscal year 18-19 in the amount of $7,010.45 for actual expenditures. After December 31, 2018, the MIOCR grant funding for this agreement ended. However, the responsibility to serve the target population continues. Clients in the target population will continue to receive intensive wrap around services through HHSA’s Intensive Services (Wraparound) contracts with CommuniCare Health Centers and Victor Community Services, which were selected through a Request for Proposals (RFP) process completed by HHSA in 2018. |

Competitive Bid Process |
The current contract being amended by this agenda item was selected through a Request for Proposal (RFP) that was released March 3, 2014. Yolo County received four (4) proposals from that solicitation, and the proposal; from CommuniCare was evaluated and determined to meet the required qualifications to provide these services.
