Recommended Action |
- Approve and authorize the Chair to sign agreement with the California Health and Human Services Agency, Office of Systems Integration for a county employee to provide subject matter expertise related to the Child Welfare Services (CWS) California Automated Response and Engagement System (CARES) Project in the amount of $535,844 for the period July 1, 2019 through June 30, 2022; and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic or financial changes.

Reason for Recommended Action/Background |
Over the past two years, Social Worker Supervisor Amber Presidio has been participating in a pilot program to test the Intake Module of the developing statewide case management system. In order to ensure the testing and ongoing development of the new system will meet counties needs, the California Department of Social Services (CDSS) Office of Systems Integration (OSI) program is seeking county staff with experience in testing the new system to provide technical expertise.
This agreement will allow the county’s employee, Amber Presidio to be on a three year loan to CDSS/OSI to work as a county consultant in building the new Child Welfare Services/Case Management System (CWS/CMS). The state will reimburse/fund Amber Presidio’s salary and benefits.
HHSA would like to make the Board aware that the county provided indemnification language to be included in the state’s contract template. However, the state denied this request citing per the provisions stated in SCM vol.1 section 7.86 -“State agencies cannot indemnify another party unless there is express statutory authority to do so and only to the extent necessary to obtain the services.” |

No general funds are required by this action. CDSS agrees to pay the employee’s full salary and benefits for the term of this agreement. The amount of $178,075 is included in the HHSA proposed budget for FY19-20. The related funding will be included in the requested budget process for future fiscal years.
