Recommended Action
  1. Adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $300,000 for preparation of construction ready plans, and in anticipation of future funding; and
     
  2. Approve development of construction ready plans for rehabilitation of County Road (CR) 32 from State Route 505 to CR 93A, CR 31 from CR 93A to CR 98, CR 27 from CR 99 to CR 102 and CR 22 from Tule Canal Bridge to CR 118.

Reason for Recommended Action/Background
As is occasionally the case with the various funding sources for major road improvement projects, funding must be used or risk being lost to other competing regions and states. In Yolo, County Roads (CR) 32 from State Route 505 to CR 93A; CR 31 from CR 93A to CR 98; CR 27 from CR 99 to CR 102; and CR 22 from Tule Canal Bridge to CR 118, are all eligible for federal and state transportation grants. Jurisdictions with construction-ready plans are more competitive in receiving these funds. In 2013, this process allowed Public Works to fund the construction of the first phase of the CR 98 Bike and Safety Improvement Project in one contract, receiving $10.3 million in construction funds instead of the $4.8 million that were originally allocated by SACOG. 
 
The FY 2018-19 budget included $350,000 in general funds for Public Works projects.Of this amount, $300,00 are proposed to be used for  the purpose of preparing construction ready plans.  Approval of this budget resolution will allow Public Works engineering to prepare construction plans for the four future-potential projects (CR 32 from State Route 505 to CR 93A; CR 31 from CR 93A to CR 98; CR 27 from CR 99 to CR 102; and CR 22 from Tule Canal Bridge to CR 118). These particular road segments were chosen over other eligible roads because they serve greater amounts of traffic making them more competitive for funding.There are other County roads and road segments with perhaps greater need for improvements and repairs which were not considered  because they are not eligible for state or federal grants that favor projects with construction ready plans.

The 2018-19 Adopted Budget included a Road Contingency of $350,000 for Public Works projects. The proposed $300,000 amount will be used for the purpose of preparing construction ready plans. This item is requesting an increase in appropriations in the Roads fund in order to access these contingency funds.
