Recommended Action |
- Authorize the Agricultural Commissioner/Sealer of Weights and Measures to sign the amendment to agreement 18-0055-1 with the California Department of Food and Agriculture in the amount of $158,647 to continue to conduct high risk pest exclusion inspections at parcel terminals to prevent the introduction into, or the spread within, the State of pests from July 1, 2018 through June 30, 2019; and
- Adopt a budget resolution increasing the 2018-2019 budget for the Agriculture Department by $158,647.

Reason for Recommended Action/Background |
This program provides the first line of defense against exotic pests through inspections of high risk shipments, such as fruit or foliage, at ground and air freight terminals to prevent introduction of pests of concern to California. These inspections are necessary to prevent insect species, diseases or other organisms from entering California that may adversely affect agriculture and the economy of the State. On April 4, 2017 the Board of Supervisors authorized the Agricultural Commissioner to sign various revenue agreements including the high risk pest exclusion agreement #18-0055-1 for $22,204. This amendment would increase this agreement by $158,647.
A budget resolution increasing the Agriculture Department's budget (FY 18/19) to accommodate this revenue is provided as Attachment B to this staff report. |

Costs for performing high risk pest exclusion inspections will be offset by the revenue received. The amended contract amount of $158,647 was not included in the Agriculture Department's 18/19 estimated revenues and expenses and should be considered as new funding to the department budget. |
