Background
Yolo County completed the "Yolo Bypass Drainage and Infrastructure Improvements Study" ("Study") in 2014. (Attachment A) The study identified drainage and water infrastructure improvements in the Yolo Bypass that benefit farmers and wetlands managers, as well as proposed actions to increase the availability and enhance the quality of data related to these improvements. Yolo County proposed the study to address potential impacts on agriculture and wetlands of proposals by the California Natural Resources Agency and the U.S. Department of the Interior to increase the frequency and duration of inundation in the Yolo Bypass for seasonal fish habitat. While these improvements will not fully address potential impacts, they will help reduce drainage times, improve water delivery, and otherwise increase the likelihood the Yolo Bypass will continue to support multiple important land uses in the future. The study is one of a series of studies commissioned by Yolo County as part of the County’s ongoing efforts to document land uses in the Yolo Bypass, analyze potential changes to land uses as a result of fish habitat proposals, and suggest actions to ensure successful integration of land uses. The Conaway Preservation Group provided funding to undertake the study. 

The Study identified 12 projects which have subsequently been incorporated into the Lower Sacramento - Delta North Regional Flood Management Plan ("RFMP") (see Attachment B for RFMP project map). 

Current Request
Since the Study was completed in 2014 several state/federal projects, including modifications to the Wallace, Fremont and Sacramento weirs and setback levees, have been constructed (or are projected to be constructed in the next 1-3 years) that have/will affect the drainage within the Bypass. For that reason, the County desires to update the 2014 Study to reflect the new (and proposed) inundation depths and patterns.  The State Water Contractors Association ("SWC") has a mutual interest in updating the Study and identifying new or revised drainage and infrastructure projects that will reduce impacts to agricultural and wetland operations within the Yolo Bypass. The County entered into a funding agreement with the SWC (Agreement #18-199) that provides  $184,500 to the County for the purpose of updating the Study.  

The Study update scope of work (Attachment C), budget (Attachment D), and SWC reimbursement agreement (Attachment E) are provided as attachments.

The Work Order Authorization, authorizing Douglas Environmental to manage the Study Update, is provided as attachment F.

Competitive Bid Process
The State Water Contractors have provided funding for the purpose of updating the 2014 Study.  The update will be conducted by an expert team led by Douglas Environmental, which will serve as the project lead and overall coordinator.  The team includes Consero Solutions and CBEC, Inc., both of which were key participants in the 2014 Study.  The experience of these three firms (Douglas Environmental, Consero, and CBEC) is unique because of their specific experience with the prior study, their relationships with Bypass landowners and other stakeholders, their close familiarity with Bypass land uses and infrastructure, and (in the case of CBEC) their proprietary hydraulic modeling data for the Yolo Bypass.

The project team has been expanded for the study update to include three additional entities:  GEI, Inc. (an environmental consulting firm); Yolo County Resource Conservation District; and the Yolo Basin Foundation.  The addition of these entities will contribute valuable experience and proprietary knowledge related to the study area and the hydraulic, environmental, and economic factors that the study analyzes. As with Consero and CBEC, these entities will also subcontract with the project lead, Douglas Environmental.
