Reason for Recommended Action/Background |
The County of Yolo received Delta and Statewide Flood Emergency Response Project grants in 2015 and 2016 from the State Department of Water Resources (DWR) to provide flood emergency response planning and mapping services and products throughout the county. The grants focus on the legal Delta area, the cities, and unincorporated areas within the county. Services include developing local flood emergency plans; revising the county Emergency Operations Plan and Hazard Mitigation Plan (flood component); creating flood maps, creating public safety and citizen maps; and creating and facilitation of related training for local agencies.
The Flood Emergency Response Project is funded through California Proposition 84 - The Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Bond Act of 2006 (Section 75032 of Chapter 3 of Division 43 of the Public Resources Code) - which makes funding available to improve local flood emergency response.
The proposed second amendment to Agreement 15-74 with KSN (Attachment A) will allow the Yolo County Office of Emergency Services to continue to work with partners to produce a comprehensive set of local flood emergency response plans and flood contingency maps of the county. The project will continue to be administered by project staff working for Yolo County, who will facilitate planning activities, assist in task implementation, and oversee any specialized consultant work. The contractor will perform engineering, plan development, GIS and other specialized work. The continued implementation of this multi-jurisdictional project will significantly enhance regional coordination, flood planning, and flood response in Yolo County. |

Competitive Bid Process |
In 2015 the county circulated and distributed a Request for Proposals for Flood Emergency and Response Project in the Delta area, KSN submitted a proposal to provide the requested services, and the county entered into an agreement with KSN. The county exercised the option (as stated in the Request for Proposals) of expanding the scope of services in the original agreement, as additional funding became available to expand the project throughout the county. KSN has been an integral component if flood emergency preparedness and flood emergency response, and is currently working with Yolo County, other local government agencies, and DWR to provide these services in the Delta area, the cities, and unincorporated areas within the county. |
