Recommended Action
  1. Authorize the Director, Division of Integrated Waste Management, to finalize and adopt the plans and specifications for the Construction of an equalization tank system;

  2. Authorize the Director, Division of Integrated Waste Management, to sign the Notice to Contractors;

  3. Authorize the Division of Integrated Waste Management to advertise for competitive bids;

  4. Authorize the Director, Division of Integrated Waste Management, to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and

  5. Authorize the Director, Division of Integrated Waste Management, to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
California has a statewide goal to divert 75% of waste from the Yolo County Central Landfill (YCCL) by 2020. In February 2007, the California Department of Resources Recycling and Recovery (CalRecycle) adopted Strategic Directive (SD) 6.1, which calls for a 50% reduction in the amount of organics being disposed in the landfills by 2020. Organic waste makes up approximately one third of the 35 million tons of waste that is currently landfilled in California. To aid in meeting the state wide 75 percent goal, Assembly Bill 1826 was passed in September 2014 requiring businesses, including state agencies that generate threshold amounts of organic waste per week to have organic waste recycling programs on or after April 1, 2016. To meet these goals, the Division of Integrated Waste Management (DIWM) has implemented a three-part strategy: 1) having an organic waste transfer facility for green waste and food waste, 2) an anaerobic composter facility for treatment of green waste and food waste, and 3) an in-vessel digester and de-packager facility for treatment of packaged food waste and other liquid waste (liquid digester).

The Board of Supervisors approved the award of an agreement on July 12, 2016 with Northern Recycling to operate an organic waste transfer facility at the YCCL, with the composting activities occurring at an off-site facility.

Regional Water Quality Control Board approved the design of the anaerobic composter on September 19, 2017. It is designed to anaerobically compost green waste and food waste, generate methane for electricity and produce marketable compost for agricultural purposes. On April 3, 2018 the Board of Supervisors awarded the contract to construct the anaerobic composter cells to COMANCO Environmental Corporation, which was completed.

The DIWM has started construction on an In-Vessel Digester (liquid digester) to further divert organic waste from being disposed of in the landfill and surface impoundments. The In-Vessel Digester will be able to convert organic liquid waste (such as fat, oil, and grease) and low solid food waste (such as tomatoes and restaurant residues) to methane that will be used to generate electricity.

To help further increase the amount of diversion to and the amount of methane produced by the in-vessel digester, an Equalization Tank System will serve to blend and buffer the pH of liquid organic feedstock. The Equalization Tank System will help to stabilize the feed stream, allowing pH adjustments to be performed to optimize the biogas generation.

Staff recommends approving the recommend actions, which will allow DIWM to solicit competitive bids, expedite the contract award and promptly proceed with construction of the Equalization Tank System, expected to begin in June 2019.

Competitive Bid Process
The project will be advertised on Bidsync.com for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services - Division of Integrated Waste Management. A contract may only be awarded to the lowest responsive and responsible bidder.

The Equalization Tank System will be paid for by the Sanitation Enterprise Fund, which is funded through the tipping fees collected at the YCCL. There will not be an impact to the general fund. Source of Funds for this Expenditure is $2,800,000 that was included in the 2018/2019 budget for the organic projects described above.  Some of this $2,800,000 allocation will be carried into the next fiscal year with the amount depending on the progress of construction and timing of progress payments.
