Recommended Action
Waive second reading and adopt an ordinance (Attachment A) approving updates to the Yolo County Health Council.

Reason for Recommended Action/Background
The purpose of this agenda item is to update the Ordinance for the Yolo County Health Council, including updating references to a Department that no longer exists, and proposed changes to the membership of the Yolo County Health Council. The current Yolo County Health Council ordinance contains language which lists a member from the Future of the Safety Net group, which no longer exists. That member is proposed to be replaced by a Healthy Yolo representative.  Additionally, the revised ordinance adjusts the Department name, which changed with the creation of the Health and Human Services Agency.

The Yolo County Health Council was created by the Board of Supervisors in May 1977. The role and purpose of the Yolo County Health Council is to advise and make recommendations to the Board of Supervisors and the Health and Human Services Agency Community Health Branch Director on the following:
 
(a) Establish and maintain activities identifying public health needs and resources of the County; review and make recommendations on health services-related budgets, program plans, policies, grant proposals, and similar matters, in cooperation with other health advisory committees; and review and advise on public health issues facing the County;

(b) Advocate for action to coordinate and make maximum, efficient use of existing and planned facilities, health care services, and personnel in the fields of physical, mental, and environmental health;
 
(c) Make recommendations for maintaining and improving health services in the County;
 
(d) Foster effective communication among public agencies, private voluntary agencies, private health providers, health advisory committees, and the general public, and cooperate with appropriate public, private, and voluntary agencies in the preparation of plans to improve health services in the County;
 
(e) Coordinate with and provide assistance to local, state, and regional health services planning efforts and other planning councils and commissions.
