Reason for Recommended Action/Background
The U.S. Census Bureau counts all residents in the United States every 10 years with the goal to count everyone once and in the right place. The data collected is used in a variety of ways, from the number of seats each state has in the U.S. House of Representatives to distribution of billions of federal funds to local communities. To assist the U.S. Census Bureau, Complete Count Committees (CCC) are established by state, tribal, and local governments to increase awareness and motivate residents to respond to the 2020 Census.
 
The Board of Supervisors adopted Resolution 18-149 on December 11, 2018 with the California Complete Count Census 2020 Effort and opted in to the County-Optional Outreach Agreement. This agreement comes with $127,079 in funding from the state of California to help support our local efforts. Yolo County must provide to the State of California: a strategic plan, quarterly written reports, an implementation plan (due 09/30/19), a final report (due 09/30/20), and have monthly meetings with their local CCC.
 
Yolo County's CCC consists of representatives from its four cities and select county departments to help implement a comprehensive and focused outreach campaign, starting in mid-2019 through April of 2020, that includes engagement with Hard-To-Count (HTC) areas and populations that have been socially, politically or economically marginalized. The objectives of Yolo County’s CCC are to educate, motivate, and activate residents, communities, partners, and staff to take the Census starting April 1, 2020. This is the first Census in which residents will be able to participate online, over the phone, and by mail.
 
This presentation will update the Board of Supervisors of the County's CCC efforts thus far.
Collaborations (including Board advisory groups and external partner agencies)
Currently, staff are collaborating with the cities of Davis, Woodland, West Sacramento and Winters, UC Davis, the California State Association of Counties (CSAC), Sacramento Area Council of Governments (SACOG), California Complete Count Committee, and the County departments of Health and Human Services Agency, Yolo County Library, Ace/Clerk-Recorder/Elections, GIS, and the Office of Emergency Services. The committee will also include community agencies, partners, and other local groups once an outreach plan has been developed with specific actions and incentives.
