The Department of Child Support Services (DCSS) and the Health and Human Services Agency (HHSA) currently share space in a leased building at 100 West Court Street in Woodland. The existing lease for that location expires May 1, 2019. Negotiations for both departments to stay in the facility at a reduced rate were not successful. Therefore, HHSA will re-locate its call center back to the Gonzalez Building on the Cottonwood campus and DCSS will consolidate all staff and operations to the first floor at their current location at 100 Court Street.
The amendment will extend the initial term of the lease through October 31, 2019, at the latest, to provide County staff time to vacate the second floor of the building, at the exiting rental rate of $30,225.13 per month. Once staff is consolidated on the first floor of the building, the lease term will extend for an additional three years, with two additional one year options, at the rental rate of $12,019 per month, to increase by 3% each year. During negotiations the County opted to include the computer lab at this location in the lease agreement. This lab is used by other County departments and agencies for training exercises and special project work. In consideration of the county-wide use of the facility, the County will annually contribute $12,000 to an external fund to be set aside for future use by DCSS, as the Department finds necessary.
The lease extension and option years allow for staff to continue to explore the feasibility of a joint-use building on the Cottonwood campus for the Agriculture Department, Cooperative Extension, Adult Day Health Care, DCSS, Department of Community Services and HHSA. The intent would be to have such a facility ready in the next 3-5 years, if financially feasible.
