Recommended Action |
- Authorize the Director of General Services to award and execute a construction contract to R&R Pacific Construction for $5,185,450.25 for the construction of the Knights Landing Community Park, subject to County's Counsel approval as to form;
- Authorize the Director of General Services or the Director's designee to approve change orders to this construction agreement, consistent with the applicable change order limits of the Public Contract Code, up to a cumulative total of 10% of the contract value;
- Authorize a construction contingency budget of 10% of the contract value in the amount of $518,545 for the Project; and
- Accept the grant award from the California State Parks in the amount of $814,649 for the Knights Landing Community Park and authorize the Deputy County Administrator or the Deputy's designee to execute the State Parks grant contract (Attachment C).

Reason for Recommended Action/Background |
The Board previously approved the park's plans and specifications to proceed with soliciting bids to construct a new community park in Knights Landing on July 25, 2023. This community is an unincorporated area in the northeastern part of the County and this community of 1,117 people does not have any neighborhood or community parks. The Yolo County 2030 General Plan establishes a service threshold of 5 acres of community park per 1,000 people in each unincorporated town. The Knights Landing Community Park is a proposed 7.26 acre park containing play structures, soccer fields, softball fields, public restrooms, gathering areas, and a shade structure for public use. The underlying land is owned by the Woodland Joint Unified School District, who have agreed to lease the land to the County to build this park. The proposed park is located in the center of town, adjacent to the Science and Technology Academy, an elementary school.
In December 2023, the California State Parks Grants Division notified the County that the 2021 application for the Statewide Park Program (Round 4) was approved for further consideration. Specifically, the County's original application was not approved at the time, but placed on a list for further consideration if funding became available. This funding unexpectedly became available and staff worked with State Parks to prepare the attached grant contract in the amount of $814,649 for approval. While the grant award is not the full amount the County originally sought, this award provides sufficient funding to support the development of the park as construction inflation increased costs from 2021 to present. The Board of Supervisors approved the State Park grant application on February 9, 2021 (Resolution No. 21-11). .

Competitive Bid Process/Vendor Performance |
The County issued an formal solicitation on November 29, 2023 seeking a contractor to provide construction services. The solicitation package was viewed by 61 entities. A mandatory job walk was held on December 13, 2023 and 11 entities attended. Two vendors timely submitted bids on February 1, 2024. The County issued an intent to award letter on February 2, 2024 to R&R Pacific Construction, the lowest responsive and responsible bidder (see Attachment B). Wilson Design Studio Landscape Architects is the architect of record on this project and prepared the engineer's estimate. The variance between the estimate and the lowest bidder was reviewed and is acceptable. The base bid was $5,128,324.25 and a bid alternate for a soccer goal netting system of $57,126.00 is recommended to be added to the contract for a total cost of $5,185,450.25. If approved, the Director of General Services will issue the Notice of Intent to Award (Attachment A) and will work with County Counsel and the Contractor to finalize the construction agreement.
Staff is also requesting authority for cumulative 10% contingency. Any such change orders will be approved consistent with the Public Contract Code.

The Knights Landing Community Park Funding Plan was approved by the Board on November 8, 2022. During this action, plus the unexpected grant award from California State Parks of our previous Statewide Park Program (Round 4) application from 2021, fully funds the park with the standard 10% contingency. The 2023-24 fiscal year budget includes adequate appropriations to fund work on this project through June 30. The remainder of costs will be appropriated through the 2024-25 fiscal year budget process.
