Consider approval of the reallocation FY 2021-22 Cannabis Tax Expenditure Plan funding from Child Welfare Differential Response to First 5 Yolo in the amount of $150,000 to be used as grant matching funds for FY 2024-25; and direct staff to include $150,000 for this purpose in the Cannabis Tax Expenditure Plan for two subsequent years, FY 2025-26 and FY 2026-27, subject to funding availability. Recommended Action
  1. Consider approval of the reallocation FY 2021-22 Cannabis Tax Expenditure Plan funding from Child Welfare Differential Response to First 5 Yolo in the amount of $150,000 to be used as grant matching funds for FY 2024-25; and
     
  2. Direct staff to include $150,000 for this purpose in the Cannabis Tax Expenditure Plans for FY 2025-26 and FY 2026-27, subject to funding availability.

Reason for Recommended Action/Background
On December 19, 2023, the Yolo County Cannabis Tax Ad Hoc Subcommittee voted to recommend the Board of Supervisors approve $150,000 for three years (a total of $450,000) for the First 5 Yolo Road to Resilience Project (R2R). The funds will be used as a grant match for the California Department of Social Services (DSS) Office of Child Abuse Prevention (OCAP) grant for Fiscal Years 2025 to 2027. For County FY 2024-25, the matching funds would be reallocated from FY 2021-22 Cannabis Tax funding from Child Welfare Differential Response to First 5 Yolo in the amount of $150,000. The Health and Human Services Agency (HHSA) has identified state grant funding to backfill $100,000 of this reallocation in the current fiscal year. The County Administrator’s Office will work with HHSA on a backfill strategy for the remaining $50,000 in subsequent fiscal years. Funding for the subsequent two years, totaling $300,000 ($150,000 annually) for FY 2025-26 and FY 2026-27, would come from cannabis tax revenues, subject to funding availability.
 
The County has supported the programs of First 5 Yolo, including R2R and Welcome Baby, through the American Rescue Plan and Cannabis Tax Expenditure Plan. The Cannabis Tax Ad Hoc Subcommittee strongly believes in the mission and community benefit of programs like R2R. The R2R program serves pregnant individuals with past or present substance abuse and parents/caregivers of substance-exposed infants

No general fund impact will occur with the approval of this item. The Board allocated $200,000 in Cannabis Tax Expenditure Plan funding to the Child Welfare Differential Response on September 28, 2021, of which $150,000 will be reallocated to fund the grant for First 5 Yolo for FY 2024-25.
