The Department of Community Services, Public Works Division has had a difficult time obtaining a contractor for striping services and there is a strong need to have the roadways re-striped countywide. The acquisition of a paint vehicle is important as it will allow the Road Maintenance crew to produce clear and visible road markings which are vital for ensuing safety, efficiency, and compliance of the County's roadways. By maintaining clear and visible road markings, we can enhance all road users' visibility in various conditions, benefit pedestrians and cyclists, and better organize traffic. This is significant in advancing the country's transportation objectives and ensuring the well-being of all road users. Public Works is requesting to purchase a new striping vehicle and equipment in FY2023-24 that is estimating to be approximately $650,000.
In August 2022, the Public Works Division purchased the Department of Agriculture's spray truck and attached equipment since Agriculture was discontinuing their spray program which consisted of weed abatement along county roads. Weed abatement is the process of controlling and removing unwanted vegetation, and it is crucial for various reasons, including roadside visibility, public health and sanitation, and fire prevention. Public Works has partnered with the Yolo County Flood Control & Water Conservation District (YCFCWCD) to assist with the spraying services. Public Works supplies the spray vehicle/equipment, replacement parts, and supplies, while YCFCWCD provides spraying services for weed abatement throughout the County. Fleet Services is recommending the replacement of both the vehicle and the attached spray equipment. The equipment has had circuit breaker malfunctions, with the last incident filling the cab with smoke. The spray truck is 12 years old with over 120,000 miles and is estimated to take longer to order and receive than the spray equipment. The spray equipment will be requested in the FY24-25 Recommended Budget. Public Works is requesting to purchase a replacement vehicle for approximately $80,000 in FY2023-24. In the meantime, YCFCWCD is using the Public Works vehicle with the district's spray equipment to ensure the spraying operations continue.
If approved, both of these purchases will be funded with Public Works Highway User Tax Accounts (HUTA) funds.
