| Reason for Recommended Action/Background |
Approval of the proposed second amendment is necessary to complete biological surveys and construction monitoring for the project. Raney Planning and Management's sub-consultant, Live Oak Associates, has been responsible for the extensive permitting efforts required for the Knights Landing Boat Launch Improvement Project. In their original contract proposal in 2017, Raney Planning and Management estimated the cost for Live Oak Associates to complete pre-construction biological surveys and construction monitoring at $26,900, which included an assumption of 20 days of construction monitoring. However, the requirements and conditions set forth by the state and federal permitting agencies require much more extensive surveys and monitoring for the protection of sensitive species, such as giant garter snake, western pond turtle, special status fish species, and nesting birds than originally anticipated.
The permit requirements and conditions require that a biologist monitor the site every day that work is being performed in the aquatic environment of Sycamore Slough, or in-water. Due to permitting requirements, the County is allowed to conduct in-water work from August 1 to October 15. Therefore, it is required to have a biologist on site each morning during that period, which equals 54 week days. The contractor for this project does not anticipate the need to work on weekends; however, staff has recommended that Raney include eleven weekend days in their amendment proposal in case some weekend work days are required. If weekend work is not required, the total compensation provided under this amendment would not exceed $42,290.
Additionally, the contract term is proposed to be extended through December 31, 2020 to allow for uninterrupted services and final reports following the anticipated completion date of November 1, 2020.
The additional cost proposed in this second amendment to Agreement No. 17-55 is within the total project budget amount approved the the Board of Supervisors on January 14, 2020. No additional funding is being requested at this time. |

| Competitive Bid Process |
| In March 2017, a Request for Qualifications (RFQ) was solicited for coordination of environmental and permitting work required to be completed prior to construction activities on this project. Seven submissions were received for completion of this work and were reviewed and scored by GSD staff, with Raney Planning and Management, Inc., securing the contract. Agreement No. 17-55 was approved by the Board of Supervisors on April 25, 2017. |
