Authorize the Yolo County Procurement Manager to execute two new revenue agreements with Golden Sierra Job Training Agency in the amounts of $38,821 for Support Services Earn and Learn and $70,079 for Implementation Direct Services from November 11, 2019 through February 28, 2022 for the provision of employment and career services to justice-involved individuals. Recommended Action
  1. Subject to approval of the final agreements by the Office of the County Counsel, authorize the Yolo County Procurement Manager to execute two new revenue agreements with Golden Sierra Job Training Agency (GSJTA) in the amounts of $38,821 for Support Services Earn and Learn (SSEL) and $70,079 for Implementation Direct Services (IDS) from November 11, 2019 through February 28, 2022 for the provision of employment and career services to justice-involved individuals; and
     
  2. Delegate the Yolo County Procurement Manager to approve any associated documents and amendments in an amount not to exceed $200,000 per agreement, subject to County Counsel approval of any amendment that modifies the County's obligations or increases potential liability exposure.

Reason for Recommended Action/Background
The California Workforce Development Board awarded state general funds to Regional Planning Units (RPUs) for the implementation of regional plans to serve the formerly incarcerated and other justice-involved individuals in California through the Prison to Employment (P2E) initiative.  Yolo County is a member of the Capital Region RPU.  Golden Sierra Job Training Agency (GSJTA) serves as the fiscal agent for the Capital Region and is responsible for subcontracting funds for two components of the Prison to Employment (P2E) Initiative:  Implementation Direct Services (IDS) and Supportive Services and Earn and Learn (SSEL). 
 
GSJTA is subcontracting funds to Yolo County under two agreements:
  • Contract No. M0113495-03, which awards up to $38,821 to provide P2E SSEL services to 10 eligible justice-involved and formerly incarcerated for the period of November 11, 2019 through February 28, 2022.
     
  • Contract No. M0113435-03, which awards up to $70,079 to provide P2E IDS services to 10 eligible justice-involved and formerly incarcerated for the period of November 11, 2019 through February 28, 2022.
This agenda item requests authorization from the Board of Supervisor for the Yolo County Procurement Manager to execute both these revenue agreements.  These contracts function in tandem.  Contract No. M0113495-03 falls below the Procurement Manager signature authority threshold of $60,000 while Contract No. M0113435-03 exceeds it.  Granting the Procurement Manager approval to sign both these closely related agreements, as well as subsequent amendments as described above, will assist in expediting processing of these agreements and the subsequent provision of services to the community.

As of the time of preparation of this agenda item, the contracts (which are complex and lengthy) remained under review by the Office of the County Counsel.  The Agency is requesting that the Board authorize the Procurement Manager to sign the agreements once this review process and any related modifications are finalized.
