Background
In August 2018, Valley Clean Energy, in conjunction with the City of Davis, Woodland, and County of Yolo, submitted an application for the “Electrify Yolo” Project to SACOG under the Green Region Program in the amount of $2,911,752, with a match of $377,248, or 11.47%. The Program has three main goals:
- Concentrated investment in electrification of the region’s transportation fleet to demonstrate technologies and our region’s interest in a zero emission transportation future;
- Showcase the region’s ability to coalesce around clean transportation technology and signal to the state of California that we know how to effectively invest in clean transportation, and we should receive additional funds to further this goal; and
- Work with other programs around land use, transportation demand management, smart cities and infrastructure, and equitable access for all in a cohesive and comprehensive way that helps our region achieve its air quality and greenhouse gas emission goals.
The Electrify Yolo Project scope includes professional services to site, design, permit, construct, and install between 15 to 40 Level 2 Chargers and 2 to 5 DC Fast Chargers in downtown areas within ½ to 5 miles of major freeway corridors in Yolo County, Davis, and Woodland locations. The Electrify Yolo Project will also fund purchase of 2 to 10 Mobile Chargers of the type similar to “EV ARC” solar standalone charging stations. The SACOG Board of Directors authorized the award for the Project in December 2018 for the full amount.
Fund Swap Agreement
Since the Project was approved in December 2018, staff from each of the jurisdictions and VCE have worked to develop a scope of work for a contractor to complete by the end of the grant period. As part of these efforts, SACOG recommended that the City of Davis perform a “fund swap” with SACOG. This would include the following: $2,912,000 in Congestion Mitigation and Air Quality funds from the Electrify Yolo Project Green Region grant award to replace an equal $2,912,000 in local funds into the Richards/I-80 Project. The City of Davis and SACOG agree that this exchange will have no net impact for funding implementation for either project. In other words, this is a “dollar for dollar” swap.
County-City of Davis MOU
In light of this swap of funds, the County now seeks a MOU with the City of Davis to provide the funding for the Electrify Yolo Project so that County staff can advance the process and release a Request for Proposals in Spring 2020, as well as complete the implementation of any charging stations by December 31, 2023. The County has already identified potential locations for the charging stations and will update the Board as progress continues toward completion. It is required that all charging stations funded through this grant program, regardless of jurisdiction, shall be networked and publicly accessible through the internet, shall meet ADA requirements, and shall utilize the same charging technology and infrastructure as all other charging stations. |
