Reason for Recommended Action/Background
The County policy on Naming of County Assets does not currently provide for fundraising campaigns that include a naming opportunity for certain assets of a facility.  The attached revised policy includes this option by differentiating major assets from minor assets.  Under this amended policy, the Board retains the authority to name major assets and allows for naming of other assets such as benches, rooms, labs, bricks, etc. in connection with donations to the capital campaign.

The policy sets forth the following guidelines for donor naming rights:
  1. As part of the fundraising campaign, the campaign committee will develop a list of naming opportunities and identify the designated donation for each opportunity.
  2. The list of naming opportunities will be submitted to the Board Committee on Capital Investments for approval.
  3. Gifts to name a minor asset will typically be recognized via signage, plaques, displays, or other physical installations.
  4. The nature and attributes of the physical recognition will be commensurate to the level and type of gift and aligned with the features of the intended placement location.
  5. Corporate or organization logos may not be incorporated into recognition signage without approval of the County Administrator, in consultation with the Board Committee on Capital Investments.
  6. If any works of art are associated with the gift or donor recognition, the Art in Public Places Policy must be followed.
  7. Duration of Naming
    1. Naming is generally granted for the useful life of the funded asset unless otherwise specified in a gift agreement.
    2. If circumstances change so that the purpose for which the named asset was established is or needs to be significantly altered, is no longer needed/ceases to exist, or if an asset is replaced, significantly renovated or no longer habitable, the County will consult with the donor if possible, or the donor's estate, if practicable, to determine an appropriate way to recognize the original naming gift.

Currently, the Yolo Friends of the Library are designing a capital fundraising campaign for the new Yolo Branch Library and the edits to this policy will allow for naming rights of certain features in exchange for donations.  A redline strikeout version showing the recommended changes to the policy is attached (Attachment A) as well as a clean version (Attachment B).
