Reason for Recommended Action/Background |
The Board of Supervisors approved 98 On-Call Consulting contracts on May 9, 2017 and June 6, 2017. When approved, the Board stipulated that any project that is awarded to an on-call consultant is subject to a review process that, depending on the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors.
In compliance with the County Administrative Policies and Procedures Manual, all projects awarded that are over $100,000 or any grant-funded work will be brought to the Board of Supervisors for approval. The on-call consultant contracts may be utilized for work on a non-emergency basis, but that does not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.
The work authorization for this project falls under that criteria and is, therefore, being brought before the Board for approval.
PROJECT DESCRIPTION
Consero Solutions will assist the Yolo County Natural Resources Division in managing the design process for the development of a permanent new visitor center for the Cache Creek Conservancy at its current location in Yolo County. This project will replace the Conservancy’s existing modular buildings, which have outlived their useful lives, and create new spaces available for programs, meetings, and events. Consero will also assist with public and stakeholder outreach and project management. The goal is to produce a shovel-ready project (including design) for submittal to the Proposition 68 grant Rural Recreation and Tourism Program Application Guide for late summer/fall 2020.
TASKS
Task 1: Manage Development of Visitor Center Design
Consero Solutions will assist Yolo County and the Cache Creek Conservancy with management of the visitor center design process. This project will include plans for a conference facility, a commercial kitchen, and a cultural center, as well as a plan for housing the Conservancy’s existing education program. Consero will draft agendas and meeting summaries for project team meetings, as well as following up on action items for up to ten (10) calls and ten (10) in-person meetings
Task 2: Review of Documents
Consero will also review design proposals and work with Yolo County staff to provide feedback to design consultants (Wilson Design Studios and NORR Associates). Consero Solutions will review plans, and other documents and provide feedback as requested.
Task 3: Public Outreach and Stakeholder Meetings
Consero Solutions will assist Yolo County and the Cache Creek Conservancy with coordinating stakeholder meetings (up to three meetings). Consero will develop a public outreach strategy, and assist with development of social media posts, flyers and other public outreach materials. Consero also will help coordinate a public outreach event in April, coinciding with the 20th anniversary of the Cache Creek Nature Preserve, to publicize and gain public support for the construction of a permanent visitor center and headquarters.
Task 4: Cache Creek Resources Management Plan Financial Analysis
Consero will review financial documents and meet with Yolo County up to three (3) times to review current and projected financial opportunities for the Cache Creek Resources Management Plan, assess available funding, and work with County staff to estimate approximate funding available for the Visitor Center. |

Competitive Bid Process |
Natural Resources staff solicited quotes from a total of five (5) firms on the "On-Call Consultant" list. Consero Solutions was the only firm to respond to the County's scope of work with a proposal. |
