Reason for Recommended Action/Background |
The County has been working on the replacement of the Yolo Branch Library for several years. As we near completion of the architect drawings and get closer to finalizing environmental impact work, it is necessary to set a preliminary budget in order to ensure project costs are in line with Board funding expectations.
The facility is in need of replacement and in order to fully fund a new building, the County and the Yolo Friends of the Library is actively seeking a variety of funding sources including a Community Development Block Grant (CDBG), fundraising and participation from the County general fund. The current building is 100 years old and can no longer adequately serve the community. A new library in Yolo will ensure the communities of Dunnigan, Yolo, and Zamora have access to library and information services as well as a community gathering space.
The preliminary estimate for the project is in the $4.5M to $4.9M. For purposes of planning at this stage, we request to set an initial budget of $4,900,000. The components of funding are:

With the exception of the DIF, all other amounts could be more or less than we currently anticipate. If any of these funding targets are not met, the County would provide gap funding from one or more of the following funds:
- CIP Reserve
- 2017 CIP Bond Issuance
- Accumulated Capital Outlay Fund
- Additional Development Impact Fee funds
Staff is currently working on finishing National Environmental Policy Act (NEPA) requirements which is the final step before applying for CDBG funding, which could occur as early as April 2020. Representatives from County staff and Yolo Friends of the Library are meeting with Federal and State representatives on requests for funding. Yolo Friends of the Library have worked with consultants to develop a capital campaign and currently have the campaign committee in place, ready to be trained for soliciting contributions.
We anticipate the remaining expenditures for this fiscal year will require an additional $100,000 appropriation through the attached budget resolution for project management, salvage of portions of the existing library in adherence with the Environmental Impact Report requirements, tribal site monitoring during demolition and the removal of two trees. Once the construction contract has been awarded, staff will firm up the project budget and provide an update during approval of the construction contract. |
