  1. Adopt Authorized Position and Salary Resolution to implement changes in the County Counsel, General Services, and Probation departments; and
     
  2. Amend an action approved on July 23, 2019 and December 17, 2019 regarding a benefit change for unrepresented employees.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Staff is recommending approval of a benefit change (amended from the Board approved actions from meeting dates July 23, 2019 and December 17, 2019) which recommends that provisions negotiated with represented employees of the Supervisory and Professional and the Attorneys bargaining units be extended to unrepresented employees, including unrepresented attorneys to ensure parity. The July 23, 2019 and December 17, 2019 actions state “Employees hired prior to January 1, 2020 who opt out of County sponsored health insurance will receive a $5,000 deferred compensation contribution distributed across 24 pay periods.” These actions will be replaced with the following language: “Active employees hired prior to January 1, 2020 who opt-out of County sponsored-health insurance shall receive an annual contribution of five thousand four hundred fifty dollars ($5,450) to a 401(a) money purchase plan distributed across twenty-four (24) pay periods.”
