The Yolo County Assessment Appeals Board met on the 27th day of February, 2019, starting at 9:00 a.m. in regular session in the Board of Supervisors' Chambers in the Erwin W. Meier Administration Building, Woodland, California.

   1. Minute Order No. 19-08: Approved agenda as submitted.

MOTION: Hoppin. SECONDED: Flory. AYES: Flory, Hoppin, Scribner.
             
   2. Public Comment: Opportunity for members of the public to address the Assessment Appeals Board on subjects not otherwise on the agenda relating to the Yolo County Assessment Appeals Board. The Board reserves the right to impose a reasonable limit on time afforded to any topic or to any individual speaker.

   7. The Clerk swore in Chief Deputy Assessor George Galang, Principal Appraiser Patty Sanchez and Appraiser Kyle Wicky.
             
   8. Minute Order No. 19-14: Approved Extension of Time and continued the following Assessment Appeal Applications:
  1. From November 3, 2019 to December 31, 2020 and continued to April 24, 2019 at 9:00 a.m. for Assessment Appeal Application No. 17-41 filed by Leonard D. Robinson
  2. From November 30, 2019 to December 31, 2020 and continued to July 24, 2019 at 9:00 a.m. for Assessment Appeal Application Nos. 17-147 and 17-148 filed by Rollins Leasing Corp. c/o Penske Truck Leasing Co LP
  3. From November 27, 2019 to December 31, 2020 and continued to September 25, 2019 at 9:00 a.m. for Assessment Appeal Application Nos. 17-93 filed by Walmart Real Estate Bus Trust

MOTION: Hoppin. SECONDED: Flory. AYES: Flory, Hoppin, Scribner.
             
   9. Considered bifurcating the base year value for Assessment Appeal No. 16-46 filed by Schilling Robotics, LLC, as of 3/30/12 (Section 6.B2) from the Decline in Value (Section 6.A). Chief Deputy Assessor George Galang and Appraiser Kyle Wicky addressed the Board.

During the presentation the following exhibit was submitted:
  • Assessor's Exhibit A - Timeline
Minute Order No. 19-15: Denied request to bifurcate the base year value for Application No. 16-46, noting that this appeal along with all pending 2016 and 2017 appeals will be heard on March 27, 2019 as previously scheduled.
