Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $2,114,475 from the Edward Byrne Memorial Justice Assistance Grant funds awarded by the California Board of State and Community Corrections to enhance and expand the District Attorney's Neighborhood Court Program. (No general fund impact) (Reisig)
Recommended Action
  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $2,114,475 from the Edward Byrne Memorial Justice Assistance Grant funds awarded by the California Board of State and Community Corrections to enhance and expand the District Attorney's Neighborhood Court Program.  The Board of State and Community Corrections has made funding available for the period of October 1, 2019 to December 31, 2022 and $596,177 was budgeted for fiscal year 2019-20 and approved with adopted budget; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background
In 2015, the District Attorney was awarded the Edward Byrne Memorial Justice Assistance Grant. With these funds, we were able to take Neighborhood Court from Davis and expand into Woodland and West Sacramento while also creating a separate program to address the homelessness.

With these new funds, Neighborhood Court (NHC) becomes available to more criminal justice involved individuals in Yolo County through expanded eligibility criteria. The program will provide expanded services through either the Day Reporting Center or Health and Human Services (HHSA) in an effort to increase the self-sufficiency of participants while also reducing recidivism. While expanding eligibility for more misdemeanors one significant goal is to divert 10% of the felony filings into NHC by the third year of the grant. The grant also funds expansion allowing for restorative justice conferences in Spanish. This expansion and associated grant funding was anticipated and included in the 2019-20 Adopted Budget. 
Collaborations (including Board advisory groups and external partner agencies)
With this grant, the Neighborhood Court program will be collaborating with HHSA, Public Defender, Probation, Day Reporting Center, and the Yolo County Superior Court. County Counsel has approved the board resolution.
