Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, $464,932 in grant funding awarded by the California Department of Insurance to support the District Attorney's Workers Compensation and Automobile Insurance Fraud programs. Recommended Action
  1. Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, $464,932 in grant funding awarded by the California Department of Insurance.  The Yolo County District Attorney was awarded $157,583 for the Automobile Insurance Fraud program and $307,349 for the Workers Compensation Insurance Fraud Program, which was included in the FY 2019-2020 adopted budget; and
     
  2. Authorize the District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background
The District Attorney's office has been receiving these funds from the California Department of Insurance since Fiscal Year 1990-1991.  These funds are used to support the Workers Compensation and Automobile Insurance Fraud programs within the department.

Auto Fraud cases include but are not limited to the following: Theft of a motor vehicle for financial gain, reporting a vehicle stolen for the purpose of filling a false insurance claim, switching of vehicle identification numbers to obtain title of a stolen vehicle, arson, staged collisions, etc.

Workers Compensation Fraud cases include but are not limited to the following: Premium fraud, uninsured employer, claimant fraud, etc.
Collaborations (including Board advisory groups and external partner agencies)
The Workers Compensation and Automobile Insurance Fraud programs collaborate with all local law enforcement agencies, State agencies such as the DMV, EDD, and California Department of Insurance.  The Workers Compensation Investigator participates in a task force that incudes northern California Counties and investigates suspected provider fraud in Sutter, Yuba, and Colusa County.

County Counsel has approved the board resolution.
