Recommended Action

Adopt resolution authorizing the Yolo County Health and Human Services Agency Director to execute the California Department of Social Services (CDSS) Agreement (19-1010) for the use of confidential wage base data in the amount of $0 for the period July 1, 2019 through June 30, 2022; and
Authorize the Yolo County Health and Human Services Agency Director to execute any amendments to the agreement.

Reason for Recommended Action/Background

The Employment Development Department (EDD) provides confidential wage and unemployment insurance claim information to the California Department of Social Services. Based on the insurance claim information Yolo County Health and Human Services Agency (HHSA) is allowed access to this confidential data for the sole purpose of conducting program evaluations. HHSA shall use the EDD base wage data to understand the labor market participation of its employment services clients (e.g. California Work Opportunity and Responsibility to Kids (CalWORKs), CalFresh Employment & Training, and County General Assistance program clients in Yolo County). This Agreement provides the authorization for use of this confidential data solely for evaluation purposes.

Based on guidance from the Procurement Manager, the HHSA Director executed the agreement. However, CDSS requires a minute order from this board indicating the HHSA Director’s authority to execute the agreement.
